We were there to honor a great man of courage, Liu Xiaobo, who as we all know could not be there to receive an honor he so richly deserved because he had been sentenced to, and was serving, his fourth term in prison in China.<\/p>\n<p>\u6211\u76f8\u4fe1\u5404\u4f4d\u90fd\u5df2\u7d93\u660e\u767d\u4e86\u4ed6\u8aaa\u7684\u662f\u4ec0\u9ebc\u30022010\u5e74\u5289\u66c9\u6ce2\u5148\u751f\u7372\u5f97\u8afe\u8c9d\u723e\u548c\u5e73\u734e\uff08Nobel Peace Prize Award\uff09\uff0c\u4f46\u662f\u4ed6\u5728\u76e3\u7344\u88e1\u9762\uff0c\u6211\u5011\u5728\u5ea7\u6709\u597d\u5e7e\u4f4d\uff0c\u5305\u62ec\u8521\u695a\u5148\u751f\u548c\u4ed6\u7684\u592b\u4eba\u3001\u9084\u6709\u8521\u8a60\u6885\uff0c\u6211\u5011\u5230\u4e86\u5967\u65af\u9678\uff08<em>Oslo<\/em>\uff09\u53bb\u89c0\u79ae\uff0c\u53c3\u52a0\u8afe\u8c9d\u723e\u548c\u5e73\u734e\u7684\u9812\u734e\u5178\u79ae\uff0c\u4f46\u662f\u5f97\u734e\u4eba\u5289\u66c9\u6ce2\u537b\u5728\u9326\u5dde\u76e3\u7344\u4e2d\u3002\u89c0\u79ae\u81fa\u4e0a\u70ba\u4ed6\u653e\u7f6e\u4e86\u4e00\u5f35\u7a7a\u6905\u5b50\u3002\u53f2\u5bc6\u65af\u5148\u751f\u4e5f\u53c3\u52a0\u4e86\uff0c\u4ed6\u5c31\u5728\u90a3\u500b\u6642\u5019\u898b\u5230\u8521\u695a\u5148\u751f\u548c\u4ed6\u7684\u592b\u4eba\u674e\u6f54\u3002<\/p>\n<p>It was because of Liu Xiaobo\u2019s courage \u2013 the courage of so many of you independent writers, like ICPC\u2019s first President Liu Binyan and Zheng Yi \u2013 that the Independent Chinese PEN Center came into being, over 20 years ago.<\/p>\n<p>\u300c\u7368\u7acb\u4e2d\u6587\u7b46\u6703\u7531\u4e00\u4e9b\u6709\u52c7\u6c23\u7684\u4f5c\u5bb6\u5011\u6210\u7acb\u4ee5\u4f86\u5df2\u7d93\u904e\u53bb20\u5e74\u4e86\u3002\u300d<\/p>\n<p>It was because of Liu Xiaobo\u2019s courage \u2013 the courage of so many of you independent writers, like ICPC\u2019s first President Liu Binyan and Zheng Yi \u2013 that the Independent Chinese PEN Center came into being, over 20 years ago.<\/p>\n<p>\u300c\u7368\u7acb\u4e2d\u6587\u7b46\u6703\u7684\u4f5c\u5bb6\u5011\u7121\u8ad6\u662f\u5728\u4e2d\u570b\u5883\u5167\u6216\u662f\u5728\u5883\u5916\u6d41\u4ea1\uff0c\u50d1\u5c45\uff0c\u90fd\u4f9d\u7136\u7e7c\u7e8c\u52aa\u529b\u7528\u4e2d\u6587\u5beb\u4f5c\uff0c\u4ed6\u5011\u7528\u5beb\u4f5c\u5c0d\u6297\u4e2d\u5171\u5be9\u67e5\u5236\u5ea6\u7684\u58d3\u8feb\u3002\u300d<\/p>\n<p>ICPC believed that writers have every right to express themselves freely in literary works and essays, memoirs, and even in scribbled thoughts at 2 nights, finding language to express hope for a China that one day would be free.<\/p>\n<p>The ICPCP\u2019s promotion of freedom of expression in China was and continues to be an expression of hope for those both within China and beyond.<\/p>\n<p>It is also important that you are holding your meeting in Taiwan.<\/p>\n<p>For those who say that freedom and Chinese culture are incompatible, or that \u201cAsian values\u201d are contrary to democracy, I say look at Taiwan.<\/p>\n<p>\u300c\u7368\u7acb\u4e2d\u6587\u7b46\u6703\u5805\u6301\u4f5c\u5bb6\u6709\u6b0a\u5229\u4ee5\u8a69\u6b4c\u6587\u5b57\u3001\u6563\u6587\u3001\u56de\u61b6\u9304\u3001\u751a\u81f3\u7d1b\u4e82\u7684\u601d\u7dd2\u548c\u591c\u88e1\u7684\u6c88\u601d\uff0c\u90fd\u81ea\u7531\u5730\u8868\u9054\u51fa\u4f86\uff0c\u4ed6\u5011\u5e0c\u671b\u6709\u4e00\u5929\u4e2d\u570b\u6703\u662f\u500b\u81ea\u7531\u7684\u5730\u65b9\u3002\u7368\u7acb\u4e2d\u6587\u7b46\u6703\u5728\u4e2d\u570b\u4fc3\u9032\u8a00\u8ad6\u81ea\u7531\uff0c\u66fe\u7d93\u4e26\u5c07\u7e7c\u7e8c\u70ba\u751f\u6d3b\u5728\u4e2d\u570b\u53ca\u5176\u4ed6\u5730\u5340\u7684\u4eba\u5011\u8868\u9054\u4ed6\u5011\u7684\u5e0c\u671b\u3002\u5728\u81fa\u7063\u8209\u884c\u6703\u8b70\u662f\u5f88\u5f88\u91cd\u8981\u7684\u3002\u5c0d\u65bc\u90a3\u4e9b\u8aaa\u81ea\u7531\u8207\u4e2d\u570b\u6587\u5316\u4e0d\u76f8\u5bb9\u6216\u4e9e\u6d32\u50f9\u503c\u8207\u6c11\u4e3b\u76f8\u6096\u7684\u4eba\u4f86\u8aaa\uff0c\u8acb\u4f86\u81fa\u7063\u770b\u770b\u5427\u3002\u300d<\/p>\n<p>Taiwan is an example of a Chinese state that is fully democratic, a nation where freedom of expression is valued and celebrated.<\/p>\n<p>\u300c\u81fa\u7063\u662f\u4e00\u500b\u6709\u5145\u5206\u6c11\u4e3b\u7684\u570b\u5bb6\uff0c\u5728\u9019\u88e1\u8a00\u8ad6\u81ea\u7531\u5f97\u5230\u4e86\u5145\u5206\u7684\u5c0a\u91cd\u63a8\u5d07\u3002\u300d<\/p>\n<p>And just as Taiwan is a beacon of hope and freedom, this event also sends an important message to fellow writers, essayists, and poets in China and in Hong Kong: do not put down your pens or shut down your computers. China needs to hear your voices, especially amid the darkness brought about by Xi Jinping and the Chinese Communist Party.<\/p>\n<p>\u300c\u81fa\u7063\u662f\u5e0c\u671b\u548c\u81ea\u7531\u7684\u71c8\u5854\u3002\u9019\u6b21\u6d3b\u52d5\u4e5f\u5411\u4e2d\u570b\u548c\u9999\u6e2f\u7684\u4f5c\u5bb6\u50b3\u9054\u4e86\u4e00\u500b\u91cd\u8981\u8a0a\u606f\uff1a\u4e0d\u8981\u653e\u4e0b\u7b46\uff0c\u4e0d\u8981\u95dc\u9589\u96fb\u8166\u3002\u7fd2\u8fd1\u5e73\u548c\u4e2d\u570b\u5171\u7522\u9ee8\u628a\u4e2d\u570b\u5f15\u5165\u9ed1\u6697\u4e2d\uff0c\u56e0\u6b64\u4e2d\u570b\u9700\u8981\u807d\u5230\u4f60\u5011\u7684\u8072\u97f3\u3002\u300d<\/p>\n<p>Like ICPC, the Commission I chair, the CECC, dates its beginning to the early 2000s. It was established following the U.S. Congress voting to approve Permanent Normal Trade Relations status for the People\u2019s Republic of China, a vote that ultimately allowed the PRC to join the World Trade Organization and, unfortunately, delinked trade preferences from human rights conditionality.<\/p>\n<p>\u300c\u7f8e\u570b\u570b\u6703\u53ca\u884c\u653f\u7576\u5c40\u4e2d\u570b\u59d4\u54e1\u670320\u591a\u5e74\u524d\u6295\u7968\uff0c\u901a\u904e\u540c\u4e2d\u83ef\u4eba\u6c11\u5171\u548c\u570b\u7dad\u6301\u6b63\u5e38\u8cbf\u6613\u95dc\u4fc2\uff0c\u4eab\u6709\u6700\u60e0\u570b\u5f85\u9047\uff0c\u4e26\u4e14\u8d0a\u540c\u4e2d\u570b\u52a0\u5165\u4e16\u754c\u8cbf\u6613\u7d44\u7e54\uff08World Trade Organization\uff09\uff0c\u4f46\u4e0d\u5e78\u7684\u662f\uff0c\u8cbf\u6613\u512a\u60e0\u8207\u4eba\u6b0a\u689d\u4ef6\u812b\u9264\u4e86\u3002<\/p>\n<p>\u6240\u4ee5\u6211\u5011\u9019\u500b\u59d4\u54e1\u6703\u66f4\u89ba\u5f97\u6211\u5011\u61c9\u8a72\u7e7c\u7e8c\u652f\u6301\u4e2d\u570b\u7684\u4eba\u6b0a\u3002\u300d<\/p>\n<p>Indeed, the CECC even has a student fellowship named in honor of Liu Xiaobo.<\/p>\n<p>\u300c\u6211\u5011\u7684\u59d4\u54e1\u6703\u9084\u8a2d\u6709\u4e00\u500b\u5289\u66c9\u6ce2\u734e\u5b78\u91d1\u3002\u00a0\u300d<\/p>\n<p>The CECC monitors human rights through our Annual Reports, hearings, legislative initiatives, and our Political Prisoner Database. We have monitored the detention of many Chinese writers, poets, novelists, essayists, citizen journalists, editors, translators, and historians, some of whom are current or former ICPC members, including the journalist Shi Tao, who was betrayed by an American corporation, Yahoo!, which turned over documents that the CCP used to prosecute and jail him.<\/p>\n<p>Our work \u2013 that of the ICPC and the CECC \u2013 is complementary.<\/p>\n<p>We all want the same thing: a China free of political censorship, where writers can freely express their hopes for a future China, which is peaceful, democratic and free.<\/p>\n<p>Thank you!<\/p>\n<p>\u300c\u6211\u5011\u7684\u59d4\u54e1\u6703\u901a\u904e\u5e74\u5ea6\u5831\u544a\u3001\u807d\u8b49\u6703\u3001\u7acb\u6cd5\u5021\u8b70\u7b49\u4f86\u89c0\u5bdf\u4e2d\u570b\u95dc\u62bc\u7684\u653f\u6cbb\u72af\u3002\u6709\u7368\u7acb\u4e2d\u6587\u7b46\u6703\u7684\u6703\u54e1\uff0c\u8a69\u4eba\uff0c\u8a18\u8005\uff0c\u4f5c\u5bb6\uff0c\u7de8\u8f2f\uff0c\u7ffb\u8b6f\u5bb6\u88ab\u56da\u7981\uff0c\u5982\u8a18\u8005\u5e2b\u6fe4\u88ab\u7f8e\u570b\u7684\u96c5\u864e\u516c\u53f8\u727d\u9023\u5165\u7344\u3002\u6211\u5011\u6709\u5171\u540c\u7684\u76ee\u7684\uff0c\u5c31\u662f\u8981\u6240\u6709\u7570\u8b70\u4efd\u5b50\u7372\u5f97\u81ea\u7531\uff0c\u80fd\u81ea\u7531\u8868\u9054\u500b\u4eba\u610f\u898b\uff0c\u4e2d\u570b\u6210\u70ba\u4e00\u500b\u548c\u5e73\u3001\u6c11\u4e3b\u81ea\u7531\u7684\u570b\u5bb6\u3002\u8b1d\u8b1d\u3002\u300d<\/p>\n<p>&nbsp;<\/p>\n<p>\u8521\u695a\uff1a<\/p>\n<p>\u73fe\u5728\u7e7c\u7e8c\u6709\u8acb\u6211\u5011\u7684\u69ae\u8b7d\u6703\u9577\u5ed6\u5929\u742a\u5ba3\u8b80\u6388\u4e88\u56b4\u6b4c\u82d32022\u5e74\u5e74\u5ea6\u81ea\u7531\u5beb\u4f5c\u734e\u7684\u6388\u734e\u8fad\u3002<\/p>\n<p>&nbsp;<\/p>\n<div
