deeply&nbsp;&nbsp; concerned by \\&#8221;extremely harsh\\&#8221; sentencing of Liu Xiaobo<\/FONT><\/P>\r\n<P>&nbsp;<\/P>\r\n<P><FONT size=3>GENEVA\u65e5\u5185\u74e6 &#8211; The UN High Commissioner for Human Rights \u8054\u5408\u56fd\u4eba\u6743\u7406\u4e8b\u4f1a\u9ad8\u7ea7\u4e13\u5458 Navi Pillay said Friday\u5468\u4e94\u8bf4 she was deeply&nbsp; concerned about the verdict and extremely harsh sentence in the trial of the prominent Chinese Liu Xiaobo writer and human rights defender, \u5979\u6df1\u5207\u5173\u6ce8\u8457\u540d\u4e2d\u56fd\u4f5c\u5bb6\u548c\u4eba\u6743\u634d\u536b\u8005\u5218\u6653\u6ce2\u7684\u5ba1\u5224\u548c\u5f02\u5e38\u4e25\u5389\u7684\u5224\u51b3adding that this represents a serious setback for the protection and promotion of human rights in China. \u5979\u8fd8\u8868\u793a\u8fd9\u610f\u5473\u7740\u4e2d\u56fd\u4eba\u6743\u4fdd\u62a4\u548c\u6539\u5584\u7684\u4e25\u91cd\u9000\u6b65\u3002<\/FONT><\/P>\r\n<P><FONT size=3>Liu Xiaobo was convicted on Wednesday on \\&#8221;suspicion of incitement to subvert state power\\&#8221; as the result of his involvement in the drafting of Charter 08, a document signed by over 300 Chinese intellectuals and human rights defenders that called for political reforms and improvement of human rights in China.\u56e0\u53c2\u4e0e\u8d77\u8349\u96f6\u516b\u5baa\u7ae0\uff0c\u4e00\u4efd\u6709300\u591a\u4e2d\u56fd\u77e5\u8bc6\u5206\u5b50\u548c\u4eba\u6743\u634d\u536b\u8005\u8054\u7f72\u7684\u8981\u6c42\u4e2d\u56fd\u8fdb\u884c\u653f\u6cbb\u6539\u9769\u548c\u6539\u5584\u4eba\u6743\u7684\u6587\u4ef6\uff0c\u661f\u671f\u4e09\u5218\u6653\u6ce2\u88ab\u63a7\u201c\u717d\u52a8\u98a0\u8986\u56fd\u5bb6\u653f\u6743\u7f6a\u201d On Friday, he was reportedly sentenced to 11 years in prison. \u661f\u671f\u4e94\uff0c\u5218\u6653\u6ce2\u88ab\u5224\u5904\u6709\u671f\u5f92\u521111\u5e74\u3002<\/FONT><\/P>\r\n<P><FONT size=3>\\&#8221;The conviction and extremely harsh sentencing of Liu Xiabo mark a further severe restriction on the scope of freedom of expression in China,\\&#8221;\u201c\u5bf9\u5218\u6653\u6ce2\u7684\u8d77\u8bc9\u4e0e\u6781\u5ea6\u4e25\u5389\u7684\u5224\u51b3\u6807\u793a\u4e86\u4e2d\u56fd\u6781\u5ea6\u9650\u5236\u7684\u8a00\u8bba\u81ea\u7531\u201d Pillay said,Pillay \u8bf4 adding that the court\\&#8217;s decision was the latest indication of an escalating clamp-down on the activities of human rights defenders. \u518d\u8003\u8651\u5230\u6cd5\u5ead\u7684\u5224\u51b3\u662f\u4e00\u4e2a\u9010\u6b65\u5347\u7ea7\u7684\u5bf9\u4eba\u6743\u634d\u536b\u8005\u7684\u6d3b\u52a8\u7684\u538b\u5236\u7684\u6700\u65b0\u6807\u5fd7&nbsp;&nbsp;&nbsp; \\&#8221;I have noted with a lot of interest the growing role of intellectuals, lawyers and journalists in the daily life of China in recent years,\\&#8221; \u6211\u975e\u5e38\u5173\u5207\u5730\u6ce8\u610f\u5230\uff0c\u8fd1\u5e74\u6765\u77e5\u8bc6\u5206\u5b50\uff0c\u5f8b\u5e08\u548c\u8bb0\u8005\u5728\u4e2d\u56fd\u65e5\u5e38\u751f\u6d3b\u7684\u626e\u6f14\u65e5\u76ca\u91cd\u8981\u7684\u89d2\u8272Pillay said.\u8bf4 \\&#8221;This was a positive reflection of the rapid developments that China has undergone over the last decade,\u8fd9\u662f\u4e2d\u56fd\u8fc7\u53bb\u5341\u5e74\u7684\u98de\u901f\u53d1\u5c55\u4e00\u4e2a\u79ef\u6781\u53cd\u6620 but cases such as that of Liu Xiaobo risk not just halting, but seriously reversing that momentum.\\&#8221; \u4f46\u5218\u6653\u6ce2\u7684\u6848\u5b50\u53ef\u80fd\u4e0d\u4f46\u4f1a\u505c\u6b62\uff0c\u751a\u81f3\u4f1a\u9006\u8f6c\u8fd9\u4e00\u53d1\u5c55\u52bf\u5934\u3002<\/FONT><\/P>\r\n<P><FONT size=3>Freedom of expression is one of the fundamental freedoms laid down in the Universal Declaration of Human Rights, \u8a00\u8bba\u81ea\u7531\u662f\u4eba\u6743\u5ba3\u8a00\u91cc\u57fa\u672c\u4eba\u6743\u4e4b\u4e00\u3002and further developed in subsequent international human right law instruments. \u5e76\u5728\u540e\u6765\u7684\u56fd\u9645\u4eba\u6743\u6cd5\u5f8b\u6587\u672c\u4e2d\u66f4\u8fdb\u4e00\u6b65\u5f97\u5230\u53d1\u5c55Earlier this year, China adopted a National Human Rights Action Plan\u4eca\u5e74\u65e9\u4e9b\u65f6\u5019\uff0c\u4e2d\u56fd\u5236\u8ba2\u4e86\u4e00\u4e2a\u56fd\u5bb6\u4eba\u6743\u53d1\u5c55\u8ba1\u5212 in which the Government committed to \\&#8221;open up different channels\\&#8221; to ensure its citizens enjoy \\&#8221;the right to be heard.\\&#8221;\u5176\u4e2d\u653f\u5e9c\u627f\u8bfa\u201c\u5f00\u901a\u4e0d\u540c\u7ba1\u9053\u201d\u6765\u786e\u4fdd\u5b83\u7684\u516c\u6c11\u53ef\u4ee5\u4eab\u53d7\u201c\u53d1\u8868\u610f\u89c1\u7684\u6743\u5229\u201d Last February, when China was examined under the new UN Human Rights Council system known as the Universal Periodic Review, 2009\u5e742\u6708\uff0c\u5f53\u4e2d\u56fd\u63a5\u53d7\u65b0\u7684\u8054\u5408\u56fd\u4eba\u6743\u7406\u4e8b\u4f1a\u7cfb\u7edf\u68c0\u67e5\uff08\u4e5f\u79f0\u666e\u904d\u5b9a\u671f\u5ba1\u8bae\uff09\u65f6it committed to continue its efforts&nbsp;&nbsp; towards promoting democracy, the rule of law and human rights. \u5b83\u627f\u8bfa\u7ee7\u7eed\u52aa\u529b\u4fc3\u8fdb\u6c11\u4e3b\uff0c\u6cd5\u5236\u548c\u4eba\u6743\u3002<\/FONT><\/P>\r\n<P><FONT size=3>\\&#8221;Today\\&#8217;s verdict is a very unfortunate development that casts an ominous shadow over China\\&#8217;s recent commitments to protect and promote human rights,\\&#8221;
