While scholar Xu Youyu, artist Chen Guang and others have been released &#8220;on probation,&#8221;&nbsp;many are still being held and others have been formally arrested, including Jia Lingmin (\u8d3e\u7075\u654f) and two others in Zhengzhou, Henan, and lawyer Pu Zhiqiang (\u6d66\u5fd7\u5f3a) in Beijing. On June 20 in Guangzhou, lawyer Tang Jingling (\u5510\u8346\u9675) and activists Wang Qingying (\u738b\u6e05\u8425) and Yuan Xinting (\u8881\u65b0\u4ead) were formally arrested on subversion charges. Earlier this week, three New Citizens Movement participants Liu Ping (\u5218\u840d), Wei Zhongping (\u9b4f\u5fe0\u5e73) and Li Sihua (\u674e\u601d\u534e) were harshly sentenced for fictitious &#8220;crimes.&#8221;<\/p><p style=\"border: 0px; font-family: Georgia, 'Bitstream Charter', serif; margin-bottom: 1.7em; outline: 0px; padding: 0px; vertical-align: baseline; color: #333333; font-size: 14px; line-height: 23.799999237060547px; background-color: #ffffff;\">Some people explain these arrests as an increase in stability maintenance before the anniversary of the Tiananmen massacre on June 4th. Others explain the arrests as the misuse of police power by the political and legal systems and a loss of control over the police forces. Still others explain them as the result of factional infighting among the Central leadership. I&#8217;m afraid all these explanations are wrong.<\/p><p style=\"border: 0px; font-family: Georgia, 'Bitstream Charter', serif; margin-bottom: 1.7em; outline: 0px; padding: 0px; vertical-align: baseline; color: #333333; font-size: 14px; line-height: 23.799999237060547px; background-color: #ffffff;\">This wave of large scale repression of civil society did not start with the arrest of the &#8220;Five for Commemorating June 4th on May 3rd,&#8221; but rather, it started last year with the arrest of the &#8220;Beijing Xidan Four.&#8221; On March 31, 2013, Yuan Zhong (\u8881\u51ac), Zhang Baocheng (\u5f20\u5b9d\u6210), and two others gave a speech at Beijing Xidan in which they called on government officials to make public their property holdings. They were arrested on the spot. This was the official prelude to the authorities&#8217; repression of the New Citizens Movement and the civil society. Within a year, throughout China no fewer than two hundred human rights activists were arrested and incarcerated. These included: Xu Zhiyong (\u8bb8\u5fd7\u6c38), Wang Gongquan (\u738b\u529f\u6743), Guo Feixiong (\u90ed\u98de\u96c4), Li Huaping (\u674e\u5316\u5e73), Chen Baocheng (\u9648\u5b9d\u6210), Zhang Lin (\u5f20\u6797), Ding Jiaxi (\u4e01\u5bb6\u559c), Liu Ping (\u5218\u840d), Yuan Fengchu (\u8881\u5949\u521d), Ilham Tothi (\u4f0a\u529b\u54c8\u6728), and others. Among these human rights activists, the authorities tortured to death the noted activist Cao Shunli (\u66f9\u987a\u5229). Suppression has increased markedly not only against human rights activists but also against dissidents, underground churches, Falun Gong adherents, petitioners, activist netizens, and liberal scholars.
