\u8fd9\u662f\u4eca\u5929(03\/14\/2008) \u7531\u8fbe\u8d56\u5587\u561b\u79c1\u4eba\u529e\u516c\u5ba4\u53d1\u51fa\u7684\u65b0\u95fb\u7a3f (\u6c49\u8bed\u8bd1\u8005\u533f\u540d)
 
 I am deeply concerned over the situation that has been developing in Tibet following peaceful protests in many parts of Tibet, including Lhasa, in recent days.  These protests are a manifestation of the deep-rooted resentment of the Tibetan people under the present governance.  <\/FONT><\/P>\r\n

\u6211\u4e25\u91cd\u5173\u5207\u5305\u62ec\u62c9\u8428\u5728\u5185\u897f\u85cf\u5404\u5730\u8fd9\u51e0\u5929\u53d1\u751f\u7684\u548c\u5e73\u6297\u4e89\u3002\u4ece\u8fd9\u4e9b\u6297\u4e89\u4e2d\u6d6e\u73b0\u7684\uff0c\u662f\u897f\u85cf\u4eba\u6c11\u5bf9\u73b0\u6709\u7edf\u6cbb\u6839\u6df1\u8482\u56fa\u7684\u4e0d\u6ee1\u3002
 
As I have always said, unity and stability under brute force is at best a temporary solution.  It is unrealistic to expect unity and stability under such a rule and would therefore not be conducive to finding a peaceful and lasting solution. <\/FONT><\/P>\r\n

\u6b63\u5982\u6211\u5411\u6765\u6240\u8bf4\uff0c\u5f3a\u6743\u4e0b\u7684\u7edf\u4e00\u548c\u7a33\u5b9a\u6700\u591a\u53ea\u80fd\u89e3\u51b3\u4e00\u65f6\u7684\u95ee\u9898\uff1b \u5bc4\u671b\u56e0\u6b64\u800c\u4e00\u52b3\u6c38\u9038\u65e2\u4e0d\u5207\u5b9e\u9645\uff0c\u4e5f\u5bf9\u5bfb\u6c42\u4e00\u4e2a\u548c\u5e73\u6301\u4e45\u7684\u65b9\u6848\u6ca1\u6709\u5e2e\u52a9\u3002
 
I therefore appeal to the Chinese leadership to stop using force and address the long-simmering resentment of the Tibetan people through dialogue with the Tibetan people.  I also urge my fellow Tibetans not to resort to violence.<\/FONT><\/P>\r\n
