We wish to respond to the open letter that was signed by 49 German scholars relating to the Deutsche Welle incident. <\/DIV><\/TD><\/TR>\r\n<TR>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 10.5pt; FONT-FAMILY: simsun\\\">10\u67089\u65e5\uff0c\u4ee5\u5fb7\u56fd\u6c49\u5b66\u5bb6\u4e3a\u4e3b\uff0c\u5e76\u5305\u62ec\u5176\u4ed6\u4e00\u4e9b\u653f\u754c\u548c\u6587\u5316\u65b0\u95fb\u754c\u768449\u540d\u4eba\u58eb\u53d1\u51fa\u4e86\u4e00\u5c01\u81f4\u5fb7\u56fd\u4e4b\u58f0\u53f0\u957f\u548c\u5fb7\u56fd\u8054\u90a6\u8bae\u4f1a\u7684\u516c\u5f00\u4fe1\uff0c\u8981\u634d\u536b\u65b0\u95fb\u7684\u5ba2\u89c2\u6027\u548c\u53d7\u5230\u4e0d\u516c\u6b63\u5f85\u9047\u8005\uff08\u5f20\u4e39\u7ea2\uff09\u7684\u6743\u5229\u3002\u5176\u4e3b\u8981\u5185\u5bb9\u662f\uff1a1\uff0c\u4e3a\u5fb7\u56fd\u4e4b\u58f0\u8bb0\u8005\u5f20\u4e39\u7ea2\u7684\u53d1\u8a00\u6743\u8fa9\u62a4\uff0c\u4fdd\u62a4\u5979\u7684\u6743\u5229\u30022\uff0c\u8d23\u5907\u6b64\u524d\u5206\u522b\u53d1\u8868\u8fc7\u516c\u5f00\u4fe1\u7684\u201c\u8054\u90a6\u5171\u548c\u56fd\u4f5c\u5bb6\u534f\u4f1a\u201d\u548c\u534e\u4eba\u5f02\u8bae\u5206\u5b50\uff0c\u8ba4\u4e3a\u4ed6\u4eec\u63d0\u51fa\u5bf9\u5fb7\u56fd\u4e4b\u58f0\u67d0\u4e9b\u5de5\u4f5c\u4eba\u5458\u8fdb\u884c\u80cc\u666f\u8c03\u67e5\u7684\u8981\u6c42\u6709\u8fdd\u65b0\u95fb\u81ea\u7531\u7684\u539f\u5219\uff1b\u540c\u65f6\u6307\u79f0\u5199\u4fe1\u7684\u4e2d\u56fd\u5f02\u8bae\u5206\u5b50\u662f\u6cd5\u8f6e\u529f\u6210\u5458\u30023\uff0c\u58f0\u79f0\u5199\u516c\u5f00\u4fe1\u8005\u7684\u76ee\u7684\u662f\u8981\u963b\u6b62\u5916\u754c\u548c\u4e2d\u56fd\u7684\u6b63\u5e38\u4ea4\u6d41\uff0c\u548c\u5a92\u4f53\u5bf9\u4e2d\u56fd\u7684\u516c\u6b63\u62a5\u9053\u3002<\/DIV><\/TD>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 12pt; FONT-FAMILY: arial\\\">On October 9, 49 individuals, most of them German sinologists but also including some political figures, writers and journalists, published an open letter to Deutsche Welle and to the German Bundestag, defending the objectivity of the news media and the rights of an unfairly treated individual, Zhang Danhong. The letter included the following main points: 1) defending the freedom of expression and rights of the Deutsche Welle journalist Zhang Danhong; 2) censuring the \\&#8221;Federal Republic Writers\\&#8217; Association\\&#8221; and Chinese dissidents for a previous open letter that had supposedly demanded a background investigation into certain Deutsche Welle employees, on the basis that this violated the principle of press freedom, and referring to the Chinese dissidents who wrote the letter as Falun Gong practitioners; 3) alleging that the objective of the open letter was to prevent normal exchanges between the outside world and China, and impartial reporting about China.<\/DIV><\/TD><\/TR>\r\n<TR>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 10.5pt; FONT-FAMILY: simsun\\\">\u7b7e\u540d\u8005\u4e2d\u6709\u5f88\u591a\u662f\u4eba\u5230\u4e2d\u5e74\u3001\u7ecf\u5386\u4e86\u6b27\u6d321968\u5e74\u5b66\u751f\u8fd0\u52a8\u7684\u4eba\u58eb\uff0c\u4ed6\u4eec\u73b0\u5728\u662f\u6b27\u6d32\u793e\u4f1a\u7684\u4e2d\u575a\u5206\u5b50\uff0c \u7136\u800c\u5176\u601d\u8def\u96be\u514d\u6709\u201c\u653f\u6cbb\u6b63\u786e\u201d\u7684\u6a21\u5f0f\u503e\u5411\u3002\u516c\u5f00\u4fe1\u8fdd\u80cc\u4e86\u4e00\u9879\u65b0\u95fb\u548c\u5b66\u672f\u6700\u57fa\u672c\u7684\u539f\u5219\uff1a\u5411\u6743\u529b\u8bf4\u771f\u8bdd\u3002<\/DIV><\/TD>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 12pt; FONT-FAMILY: arial\\\">Many of the signatories of the open letter are middle-aged individuals who experienced the 1968 student movements in Europe; now the backbone of European society, they inevitably tend toward \\&#8221;political correctness.\\&#8221; Their open letter violated a basic principle of the news media and academia: speak truth to power.<\/DIV><\/TD><\/TR>\r\n<TR>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 10.5pt; FONT-FAMILY: simsun\\\">\u5f20\u4e39\u7ea2\u6709\u5e78\u5728\u81ea\u7531\u56fd\u5bb6\u4ece\u4e8b\u65b0\u95fb\u5de5\u4f5c\uff0c\u4f46\u5979\u8fdd\u80cc\u81ea\u5df1\u7684\u826f\u5fc3\u548c\u804c\u4e1a\u9053\u5fb7\uff0c\u53bb\u4e3a\u4e00\u4e2a\u5bf9\u5979\u7684\u65b0\u95fb\u540c\u4e1a\u8fdb\u884c\u6253\u538b\u3001\u5c01\u6740\uff0c\u751a\u81f3\u6295\u5165\u76d1\u72f1\u7684\u4e13\u5236\u653f\u6743\u8bf4\u8bdd\u3002\u5f20\u4e39\u7ea2\u4e0d\u4f1a\u4e0d\u77e5\u9053\uff0c\u5965\u8fd0\u524d\uff0c\u4e2d\u56fd\u8bb8\u591a\u7684\u8bb0\u8005\u3001\u4f5c\u5bb6\u88ab\u5c01\u7b14\u3001\u8f6f\u7981\u3001\u6d41\u653e\u751a\u81f3\u4e0b\u72f1\uff0c\u4f46\u5979\u7adf\u7136\u5728\u516c\u5f00\u7684\u8bba\u575b\u4e0a\u5411\u6781\u6743\u653f\u5e9c\u732e\u5a9a\uff0c\u8bf4\u51fa\u201c\u4e2d\u56fd\u5171\u4ea7\u515a\u6bd4\u4e16\u754c\u4e0a\u4efb\u4f55\u4e00\u652f\u653f\u6cbb\u529b\u91cf\u5728\u5b9e\u8df5\u4eba\u6743\u5ba3\u8a00\u7b2c\u4e09\u6761\u65b9\u9762\u7684\u8d21\u732e\u90fd\u8981\u5927\u201d\u7684\u8bdd\uff0c\u8fd9\u4e0d\u4ec5\u662f\u5931\u804c\uff0c\u6839\u672c\u662f\u72af\u4e86\u4e25\u91cd\u9519\u8bef\uff0c\u4eba\u4eec\u63d0\u51fa\u6765\u8981\u8c03\u67e5\u5979\u7684\u80cc\u666f\uff0c\u4e0d\u4ec5\u6ca1\u6709\u8fdd\u53cd\u800c\u4e14\u662f\u4ece\u6839\u672c\u4e0a\u7ef4\u62a4\u4e86\u201c\u65b0\u95fb\u81ea\u7531\u201d\u7684\u539f\u5219\u3002\u5fb7\u56fd\u4e4b\u58f0\u7535\u53f0\u5bf9\u5979\u7684\u201c\u5904\u7406\u201d\u5df2\u7ecf\u662f\u6700\u8f7b\u7684\u4e86\u3002<\/DIV><\/TD>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 12pt; FONT-FAMILY: arial\\\">Zhang Danhong had the good fortune to engage in journalistic work in a free country, but she violated her own conscience and professional ethics by becoming a spokesperson for the autocratic regime that suppressed, shut out and even imprisoned members of her own journalistic profession. Zhang Danhong could not but have known that before the Beijing Olympics, many Chinese journalists and writers had been censored, placed under house arrest, removed from their cities of residence or even imprisoned, yet she continued to ingratiate herself to the totalitarian regime in an open forum with such words: \u201cThe Chinese Communist Party has contributed more than any other political force to the implementation of Article 3 of the Universal Declaration of Human Rights.\u201d This was not only irresponsible, but a serious error, and it was completely understandable that others should request an investigation into her background. This is a completely different matter from violating \\&#8221;press freedom.\\&#8221; Deutsche Welle was in fact as lenient as it could be toward Zhang in the handling of this matter.<\/DIV><\/TD><\/TR>\r\n<TR>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 10.5pt; FONT-FAMILY: simsun\\\">\uff14\uff19\u4f4d\u5b66\u8005\u7684\u516c\u5f00\u4fe1\u63d0\u51fa\u5982\u4f55\u770b\u5f85\u4e2d\u56fd\u7684\u53d1\u5c55\u548c\u5d1b\u8d77\u7684\u95ee\u9898\uff0c\u8981\u6c42\u5fb7\u56fd\u65b0\u95fb\u754c\u5bf9\u4e2d\u56fd\u8fdb\u884c\u516c\u6b63\u7684\u62a5\u9053\u3002\u8fd9\u662f\u907f\u91cd\u5c31\u8f7b\u3001\u4f3c\u662f\u800c\u975e\u7684\u4e00\u79cd\u8bf4\u6cd5\u3002\u4f55\u4e3a\u516c\u6b63\uff1f\u96be\u9053\u53ea\u6709\u8ddf\u7740\u4e2d\u5171\u5a92\u4f53\u7684\u62a5\u559c\u4e0d\u62a5\u5fe7\u90a3\u6837\uff0c\u5fb7\u56fd\u5a92\u4f53\u7684\u4e2d\u56fd\u62a5\u9053\u624d\u7b97\u516c\u6b63\u5417\uff1f\u96be\u9053\u5fb7\u56fd\u5a92\u4f53\u5bf9\u4e2d\u56fd\u7684\u201c\u6252\u7caa\u201d\uff0c\u4ec5\u4ec5\u662f\u51fa\u4e8e\u504f\u89c1\u5417\uff1f\u6211\u4eec\u4e5f\u53ef\u4ee5\u63d0\u51fa\u4e00\u4e2a\u7c7b\u4f3c\u7684\u95ee\u9898\uff1a\u5982\u4f55\u770b\u5f85\u5f53\u5e74\u5fb7\u56fd\u65e5\u672c\u548c\u82cf\u8054\u7684\u53d1\u5c55\u548c\u5d1b\u8d77\uff0c\u5e76\u8fdb\u884c\u516c\u6b63\u62a5\u9053\u5462\uff1f<\/DIV><\/TD>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 12pt; FONT-FAMILY: arial\\\">The open letter by the 49 scholars posed questions regarding how to treat China\\&#8217;s development and rise, and demanded that the German news media report impartially on China. This specious statement sidesteps the real issue. What constitutes impartiality? Is it only reporting positive and not negative news about China, as the Chinese media are required to do? Can it be that the German media\\&#8217;s \\&#8221;muck-raking\\&#8221; reports about China are simply biased? We can pose a corresponding question: how should others have reported impartially on the rise of Germany, Japan and the Soviet Union several decades ago?<\/DIV><\/TD><\/TR>\r\n<TR>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 10.5pt; FONT-FAMILY: simsun\\\">\u8bf7\u53cd\u601d\u5fb7\u56fd\u7684\u5386\u53f2\uff1a\u5982\u679c\u4e8c\u6218\u4e4b\u540e\uff0c\u5fb7\u56fd\u4e0d\u7ecf\u8fc7\u975e\u7eb3\u7cb9\u5316\u3001\u6218\u4e89\u7f6a\u72af\u4e0d\u7ecf\u8fc7\u7ebd\u4f26\u5821\u5ba1\u5224\u3001\u6ca1\u6709\u5e03\u5170\u5fb7\u603b\u7edf\u8dea\u5728\u534e\u6c99\u72b9\u592a\u4eba\u7684\u7eaa\u5ff5\u7891\u4e0b\u5fcf\u6094\u7684\u5386\u53f2\u573a\u666f\uff0c\u5fb7\u56fd\u4eba\u56e0\u6cd5\u897f\u65af\u4e3b\u4e49\u800c\u8499\u5c18\u7684\u7cbe\u795e\u548c\u5fc3\u7075\u635f\u4f24\u662f\u4e0d\u80fd\u4fee\u590d\u7684\uff0c\u6218\u540e\u7684\u7ecf\u6d4e\u8d77\u98de\u4e5f\u662f\u4e0d\u80fd\u88ab\u81ea\u5df1\u548c\u4ed6\u4eba\u63a5\u53d7\u7684\u3002\uff11\uff19\uff16\uff18\u5e74\u7684\u5b66\u751f\u8fd0\u52a8\u6240\u8ffd\u6c42\u7684\u4e0d\u4e5f\u5c31\u662f\u8fd9\u4efd\u201c\u5386\u53f2\u771f\u76f8\u201d\u5417\uff1f<\/DIV><\/TD>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 12pt; FONT-FAMILY: arial\\\">Please think back on Germany\\&#8217;s history: If after World War II Germany had not undergone <I>entnazifizieren<\/I>, or denazification, if the perpetrators of war crimes had not been obliged to undergo the Nuremberg Trials, if Willy Brandt had not knelt in mourning and repentance before the memorial to the Jews murdered in the Warsaw Ghetto, then the German people would never have recovered from the spiritual damage caused by Nazism, and their post-war economic resurgence could never have been accepted by the rest of the world. Indeed, was not the 1968 student movement demanding this very \\&#8221;historical truth\\&#8221;?<\/DIV><\/TD><\/TR>\r\n<TR>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 10.5pt; FONT-FAMILY: simsun\\\">\u8bf7\u770b\u770b\u4e2d\u56fd\u81ea\u4e2d\u5171\u6267\u653f\u4ee5\u6765\uff0c\u4e2d\u56fd\u5386\u7ecf\u571f\u6539\u3001\u53cd\u53f3\u3001\u5927\u9965\u8352\u3001\u6587\u9769\u3001\u4e0a\u5c71\u4e0b\u4e61\u8fd0\u52a8\uff0c\u4e00\u8def\u4e0b\u6765\u4e2d\u56fd\u4eba\u88ab\u65e0\u8f9c\u5c60\u6740\u3001\u51cc\u8fb1\u7684\u6570\u5b57\u8d85\u8fc7\u4e24\u4e09\u5343\u4e07\u3002\u4e2d\u56fd\u653f\u5e9c\u81f3\u4eca\u4e0d\u5141\u8bb8\u8fdb\u884c\u8c03\u67e5\uff0c\u4e5f\u4ece\u6765\u6ca1\u6709\u8bf4\u8fc7\u4e00\u53e5\u9053\u6b49\u7684\u8bdd\u3002\u516b\u5341\u5e74\u4ee3\u5f00\u59cb\u7ecf\u6d4e\u6539\u9769\u4ee5\u6765\uff0c\u793e\u4f1a\u4e0a\u4e00\u6709\u52a8\u8361\uff0c\u653f\u5e9c\u7684\u53cd\u5e94\u5c31\u662f\u52a8\u7528\u519b\u8b66\u9547\u538b\u3002\u4ece\uff11\uff19\uff18\uff13\u5e74\u7684\u201c\u4e25\u6253\u201d\u5230\uff11\uff19\uff18\uff19\u5e74\u5929\u5b89\u95e8\u7684\u6c11\u4e3b\u8fd0\u52a8\u5230\uff12\uff10\uff10\uff16\u5e74\u7684\u592a\u77f3\u6751\u4e8b\u4ef6\uff0c\u4e2d\u56fd\u653f\u5e9c\u59cb\u7ec8\u662f\u7ad9\u5728\u4e2d\u56fd\u4eba\u6c11\u7684\u5bf9\u7acb\u9762\u3002\u4eca\u5929\u4e2d\u56fd\u7684\u7ecf\u6d4e\u7e41\u8363\u7684\u8868\u8c61\uff0c\u5f88\u5927\u7a0b\u5ea6\u662f\u5efa\u7acb\u5728\u4e00\u4e2a\u5e9e\u5927\u7684\u3001\u6ca1\u6709\u57fa\u672c\u52b3\u5de5\u548c\u533b\u836f\u4fdd\u9669\u7684\u8d64\u8d2b\u519c\u6c11\u5de5\u7fa4\u4f53\u4e4b\u4e0a\u7684\u3002\u4e2d\u56fd\u653f\u5e9c\u73b0\u5728\u53d6\u4ee3\u4e86\u4ee5\u524d\u5730\u4e3b\u3001\u8d44\u672c\u5bb6\u7684\u5730\u4f4d\uff0c\u6210\u4e3a\u4eba\u6c11\u6700\u4e25\u9177\u7684\u538b\u69a8\u8005\u3001\u6700\u51f6\u6076\u7684\u571f\u5730\u63a0\u593a\u8005\u548c\u4ea7\u4e1a\u5f3a\u5360\u8005\u3002<\/DIV><\/TD>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 12pt; FONT-FAMILY: arial\\\">Please look back at the estimated 20 to 30 million innocent victims of violence and humiliation in the course of China\\&#8217;s Land Reform, Anti-Rightist Campaign, Great Famine, Cultural Revolution and educated youth sending down to the countryside. Up to the present day, the Chinese government has not allowed any investigation into these crimes, nor has it uttered a word of apology. Since economic reform began in the 1980s, whenever there has been any social unrest, the government\\&#8217;s response has been to suppress it through police and military action. From the 1983 \\&#8221;strike hard\u201d anti-crime crackdown to the 1989 Tiananmen democracy movement to the 2006 Taishi Village incident, the Chinese government has set itself in opposition to the Chinese people. China\\&#8217;s current image of economic prosperity is built to a great extent on the toil of an immense body of impoverished migrant laborers without basic employment protections or health benefits. The Chinese government has taken over the role previously held by the landlords and capitalists as the harsh and merciless exploiter and plunderer of the people\\&#8217;s assets and labor.<\/DIV><\/TD><\/TR>\r\n<TR>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 10.5pt; FONT-FAMILY: simsun\\\">\u662f\u7684\uff0c\u4eca\u5929\u7684\u4e2d\u56fd\u6bd4\u6bdb\u6cfd\u4e1c\u65f6\u4ee3\u201c\u81ea\u7531\u201d\u591a\u4e86\uff0c\u5f53\u65f6\u5f04\u810f\u4e00\u5f20\u62a5\u7eb8\u4e0a\u7684\u6bdb\u4e3b\u5e2d\u50cf\uff0c\u5c31\u53ef\u80fd\u88ab\u6740\u5934\u3002\u4eca\u5929\u5f88\u5927\u90e8\u5206\u4eba\u7684\u751f\u6d3b\u6bd4\u4ee5\u524d\u5bcc\u88d5\uff0c\u4f46\u662f\u793e\u4f1a\u7684\u4e0d\u516c\u3001\u8150\u8d25\u7684\u5b98\u573a\u548c\u793e\u4f1a\u98ce\u6c14\u66f4\u4e3a\u4ee4\u4eba\u60ca\u5fc3\u52a8\u9b44\u3002\u4eba\u4eec\u4e0d\u5f97\u4e0d\u81ea\u5df1\u8d77\u6765\u4e89\u53d6\u6743\u5229\u3002\u76f2\u4eba\u5f8b\u5e08\u9648\u5149\u8bda\u3001\u7ef4\u6743\u5f8b\u5e08\u90ed\u98de\u96c4\u3001\u9ad8\u667a\u665f\u3001\u4f5c\u5bb6\u675c\u5bfc\u658c\u3001\u8bb0\u8005\u5e08\u6d9b\u3001\u7231\u6ecb\u7ef4\u6743\u8005\u80e1\u4f73\uff0c\u4ed6\u4eec\u90fd\u7ad9\u5728\u666e\u901a\u4eba\u7684\u524d\u9762\uff0c\u4f46\u662f\u653f\u5e9c\u628a\u4ed6\u4eec\u6295\u5165\u4e86\u76d1\u72f1\u3002<\/DIV><\/TD>\r\n<TD vAlign=top align=left>\r\n<DIV style=\\\"FONT-SIZE: 12pt; FONT-FAMILY: arial\\\">Yes, today\\&#8217;s China is much more \\&#8221;free\\&#8221; than in the Mao Zedong era; back then, sullying a newspaper bearing the image of Chairman Mao was punishable by death. Today the majority of people live in greater prosperity than before, but social injustice, official corruption and social unrest have increased at a breath-taking rate. People have been compelled to rise up in defense of their own rights.
