\u4e2d\u56fd\u5b98\u65b9\u8bc1\u5b9e\uff0c\u8fd1\u65e5\u8fde\u7eed\u7206\u6599\u4e2d\u5171\u9ad8\u5c42\u590d\u6742\u5173\u7cfb\u53ca\u9886\u5bfc\u4eba\u5bb6\u65cf\u6d89\u5acc\u655b\u8d22\u5185\u5e55\u7684\u5bcc\u5546\u90ed\u6587\u8d35\u53d7\u5230\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7“\u7ea2\u8272\u901a\u62a5”\u3002 \u7f8e\u56fd\u4e4b\u97f3\u5c31\u6b64\u4e8b\u54a8\u8be2\u4e86\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u3002<\/p>

\u8be5\u7ec4\u7ec74\u670819\u65e5\u56de\u590d\u6307\u51fa\uff0c\u7ea2\u8272\u901a\u62a5\u4e0d\u662f\u56fd\u9645\u902e\u6355\u4ee4\uff0c\u800c\u662f\u5e94\u6210\u5458\u56fd\u6839\u636e\u6709\u6548\u7684\u56fd\u5bb6\u902e\u6355\u4ee4\u63d0\u51fa\u7684\u8bf7\u6c42\u800c\u7531\u603b\u79d8\u4e66\u5904\u53d1\u5e03\u7684\u4e34\u65f6\u902e\u6355\u4e00\u4e2a\u4eba\u7b49\u5019\u5f15\u6e21\u7684\u8bf7\u6c42\uff0c\u5176\u6240\u6709\u6743\u5f52\u63d0\u51fa\u8bf7\u6c42\u7684\u6210\u5458\u56fd\u3002<\/p>

\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u5b98\u7f51\u901a\u7f09\u540d\u5355\u4e0a\u76ee\u524d\u67e5\u4e0d\u5230Guo Wengui\u6216Miles Kwok(\u90ed\u6587\u8d35\u7684\u59d3\u540d\u4e2d\u6587\u6216\u82f1\u6587\u62fc\u5199)\u3002\u90ed\u6587\u8d3519\u65e5\u5728\u63a5\u53d7\u7f8e\u56fd\u4e4b\u97f3\u4e2d\u6587\u90e8\u4e00\u4e2a\u591a\u5c0f\u65f6\u7684\u76f4\u64ad\u4e13\u8bbf\u4e2d\u8868\u793a\uff0c\u5317\u4eac\u901a\u8fc7\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u53d1\u5e03\u902e\u6355\u4ed6\u7684\u7ea2\u8272\u901a\u62a5\u662f\u51fa\u4e8e\u653f\u6cbb\u52a8\u673a\uff0c\u76ee\u7684\u5728\u4e8e\u963b\u6b62\u8fd9\u6b21\u4e13\u8bbf\u3002<\/p>

\u4ee5\u4e0b\u662f\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u65b0\u95fb\u529e\u516c\u5ba4\u56de\u590d\u7f8e\u56fd\u4e4b\u97f3\u7684\u7535\u90ae\u8bd1\u6587\u3002<\/p>

\uff08\u4fdd\u5bc6\u7ea7\u522b\uff1a\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u4ec5\u9650\u5b98\u65b9\u7528\u9014\uff09<\/p>

\u4eb2\u7231\u7684\u5148\u751f\uff0f\u5973\u58eb\uff0c<\/p>

\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7190\u4e2a\u6210\u5458\u56fd\u7684\u4efb\u4f55\u4e00\u56fd\u8b66\u65b9\u4e0e\u91cc\u6602\u603b\u79d8\u4e66\u5904\u5206\u4eab\u8c03\u67e5\u548c\u9003\u72af\u76f8\u5173\u4fe1\u606f\u65f6\uff0c\u8be5\u4fe1\u606f\u6240\u6709\u6743\u4ecd\u7136\u5c5e\u4e8e\u8be5\u6210\u5458\u56fd\u3002\u56e0\u6b64\uff0c\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u4e0d\u4f1a\u5c31\u7279\u5b9a\u60c5\u51b5\u6216\u4e2a\u4eba\u53d1\u8868\u610f\u89c1\uff0c\u9664\u975e\u5728\u7279\u6b8a\u60c5\u51b5\u4e0b\uff0c\u7ecf\u6709\u5173\u6210\u5458\u56fd\u6279\u51c6\u3002<\/p>

\u5173\u4e8e\u4f60\u5c31\u8fd9\u4e2a\u4eba\uff08\u6307\u90ed\u6587\u8d35\uff09\u63d0\u51fa\u7684\u54a8\u8be2\u8981\u6c42\uff0c\u6211\u4eec\u5efa\u8bae\u4f60\u8054\u7cfb\u4f60\u8ba4\u4e3a\u53ef\u80fd\u8fdb\u884c\u8c03\u67e5\u7684\u56fd\u5bb6\u5f53\u5c40\u3002<\/p>

\u5982\u679c\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u63a5\u5230\u5c31\u4e00\u9879\u902e\u6355\u4ee4\u53d1\u51fa\u7ea2\u8272\u901a\u62a5\u7684\u8bf7\u6c42\uff0c\u7ecf\u8fc7\u5ba1\u67e5\u4ee5\u786e\u4fdd\u8be5\u8bf7\u6c42\u7b26\u5408\u6211\u4eec\u7684\u89c4\u5219\u548c\u6761\u4f8b\u4e4b\u540e\uff0c\u8fd9\u4e00\u4fe1\u606f\u5c06\u53d1\u9001\u7ed9\u6211\u4eec\u6240\u6709\u7684190\u4e2a\u6210\u5458\u56fd\u3002<\/p>

\u9664\u6b64\u4e4b\u5916\uff0c\u6210\u5458\u56fd\u53ef\u4ee5\u9009\u62e9\u5728\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u7f51\u7ad9http:\/\/www.interpol.int\/Wanted-Persons\u4e0a\u53d1\u5e03“\u7ea2\u8272\u901a\u62a5”\u7684\u7b80\u7565\u7248\u672c\u3002<\/p>

\u5982\u679c\u6ca1\u6709\u53d1\u5e03\u7ea2\u8272\u901a\u62a5\uff0c\u8fd9\u662f\u56e0\u4e3a\u6ca1\u6709\u63d0\u51fa\u8bf7\u6c42\u6216\u53d1\u51fa\u9488\u5bf9\u8be5\u4eba\u7684\u7ea2\u8272\u901a\u62a5\uff0c\u6216\u8005\u56e0\u4e3a\u8bf7\u6c42\u56fd\u8981\u6c42\u4e0d\u516c\u5e03\u3002<\/p>

\u7ea2\u8272\u901a\u62a5\u662f\u5e94\u6210\u5458\u56fd\u6839\u636e\u6709\u6548\u7684\u56fd\u5bb6\u902e\u6355\u4ee4\u63d0\u51fa\u7684\u8bf7\u6c42\u800c\u7531\u603b\u79d8\u4e66\u5904\u53d1\u5e03\u7684\u4e34\u65f6\u902e\u6355\u4e00\u4e2a\u4eba\u7b49\u5019\u5f15\u6e21\u7684\u8bf7\u6c42 \u3002\u8fd9\u4e0d\u662f\u56fd\u9645\u902e\u6355\u4ee4\u3002<\/p>

\u6709\u5173\u4e2a\u4eba\u53d7\u5230\u56fd\u5bb6\u53f8\u6cd5\u673a\u6784\uff08\u6216\u56fd\u9645\u5211\u4e8b\u6cd5\u5ead\uff0c\u5982\u9002\u7528\uff09\u901a\u7f09\uff0c\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u7684\u4f5c\u7528\u662f\u534f\u52a9\u56fd\u5bb6\u8b66\u5bdf\u67e5\u660e\u6216\u627e\u51fa\u8fd9\u4e9b\u4eba\u5458\uff0c\u4ee5\u671f\u4f7f\u5176\u88ab\u6355\u548c\u5f15\u6e21\u3002<\/p>

\u7ea2\u8272\u901a\u77e5\u4ec5\u53d1\u7ed9\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u6210\u5458\u56fd\uff0c\u6761\u4ef6\u662f\u63d0\u51fa\u8bf7\u6c42\u7684\u56fd\u5bb6\u4e2d\u592e\u5f53\u5c40\u63d0\u4f9b\u603b\u79d8\u4e66\u5904\u8981\u6c42\u7684\u6240\u6709\u8d44\u6599\u3002<\/p>

\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u603b\u79d8\u4e66\u5904\u4e0d\u6d3e\u4eba\u5458\u902e\u6355\u7ea2\u8272\u901a\u62a5\u6240\u6d89\u53ca\u8005\u3002<\/p>

\u4f46\u662f\uff0c\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u7684\u8bb8\u591a\u6210\u5458\u56fd\u5374\u8ba4\u4e3a\uff0c\u7ea2\u8272\u901a\u62a5\u662f\u4e00\u9879\u6709\u6548\u7684\u4e34\u65f6\u902e\u6355\u8bf7\u6c42\uff0c\u7279\u522b\u662f\u5982\u679c\u5b83\u4eec\u901a\u8fc7\u53cc\u8fb9\u5f15\u6e21\u6761\u7ea6\u4e0e\u8bf7\u6c42\u56fd\u76f8\u5173\u8054\u3002\u5728\u6839\u636e\u7ea2\u8272\u901a\u62a5\u8fdb\u884c\u902e\u6355\u7684\u60c5\u51b5\u4e0b\uff0c\u8fd9\u4e9b\u902e\u6355\u884c\u52a8\u662f\u7531\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u6210\u5458\u56fd\u7684\u56fd\u5bb6\u8b66\u5bdf\u5b98\u5458\u5b9e\u65bd\u7684\u3002<\/p>

\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u4e0d\u80fd\u575a\u6301\u6216\u5f3a\u8feb\u4efb\u4f55\u6210\u5458\u56fd\u902e\u6355\u7ea2\u8272\u901a\u62a5\u6240\u6d89\u53ca\u7684\u4e2a\u4eba\u3002\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u4e5f\u4e0d\u80fd\u8981\u6c42\u4efb\u4f55\u6210\u5458\u56fd\u5e94\u53e6\u4e00\u6210\u5458\u56fd\u8bf7\u6c42\u800c\u91c7\u53d6\u4efb\u4f55\u884c\u52a8\u3002\u6bcf\u4e2a\u56fd\u9645\u5211\u8b66\u7ec4\u7ec7\u6210\u5458\u56fd\u5728\u5176\u5883\u5185\u81ea\u884c\u51b3\u5b9a\u8d4b\u4e88\u7ea2\u8272\u901a\u62a5\u4f55\u79cd\u6cd5\u5f8b\u4ef7\u503c\u3002<\/p>

If INTERPOL is asked to send out a Red Notice in response to an arrest warrant, following a review to ensure the request conforms with our rules and regulations, the information will be sent out to all our 190 member countries.<\/p>

In addition to this, member countries have the option of having an abridged version of the Red Notice posted on INTERPOL’s website http:\/\/www.interpol.int\/Wanted-Persons<\/a><\/p>

If no Red Notice is published, this is either because one has not been requested or issued for that person, or the requesting country has asked that it not be publicized.<\/p>

A Red Notice is a request to provisionally arrest an individual pending extradition issued by the General Secretariat upon the request of a member country based on a valid national arrest warrant. It is not an international arrest warrant.<\/p>

The individuals concerned are wanted by national jurisdictions (or International Criminal Tribunals, where appropriate) and INTERPOL’s role is to assist national police forces in identifying or locating those individuals with a view to their arrest and extradition.<\/p>

Red Notices are only issued to INTERPOL member countries if the requesting National Central Bureau (NCB) has provided all the information required by the General Secretariat.<\/p>

INTERPOL’s General Secretariat does not send officers to arrest individuals who are the subject of a Red Notice.<\/p>

Many of INTERPOL’s member countries however, consider a Red Notice a valid request for provisional arrest, especially if they are linked to the requesting country via a bilateral extradition treaty. In cases where arrests are made based on a Red Notice, these are made by national police officials in INTERPOL member countries.<\/p>

INTERPOL cannot insist or compel any member country to arrest an individual who is the subject of a Red Notice. Nor can INTERPOL require any member country to take any action in response to another member country’s request. Each INTERPOL member country decides for itself what legal value to give Red Notice within their borders.<\/p>
