line-height: 20px; margin-bottom: 15px;\"><span style=\"font-size: 12pt;\">\u7f8e\u56fd\u300a\u7ebd\u7ea6\u65f6\u62a5\u300b\u4e2d\u6587\u7f519\u670821\u65e5\u520a\u53d1\u9898\u4e3a\u300a\u4e2d\u56fd\u653f\u6cbb\u6253\u538b\u8303\u56f4\u6269\u5f20\u81f3\u6d77\u5916\u300b\u7684\u957f\u7bc7\u62a5\u9053\u79f0\uff0c\u4e2d\u56fd\u8086\u65e0\u5fcc\u60ee\u5730\u6269\u5927\u5176\u5b89\u5168\u90e8\u961f\u7684\u6d3b\u52a8\u8303\u56f4\uff0c\u904f\u5236\u5b83\u8ba4\u4e3a\u7684\u6d77\u5916\u52bf\u529b\u5a01\u80c1\uff0c\u9488\u5bf9\u674e\u660e\u54f2\u7684\u8bc9\u8bbc\u662f\u4e00\u4e2a\u4f8b\u5b50\u3002\u73b0\u5e7442\u5c81\u7684\u674e\u660e\u54f2\u662f\u53f0\u6e7e\u6c11\u8fdb\u515a\u524d\u515a\u5de5\uff0c\u66fe\u5728\u53f0\u6e7e\u6587\u5c71\u793e\u533a\u5927\u5b66\u62c5\u4efb\u5b66\u7a0b\u7ecf\u7406\u4eba\uff0c\u957f\u671f\u5173\u6ce8\u4e2d\u56fd\u6c11\u95f4\u793e\u4f1a\u53d1\u5c55\u53ca\u7ef4\u6743\u4eba\u58eb\u8bae\u9898\u3002\u4eca\u5e743\u6708\uff0c\u674e\u660e\u54f2\u4ece\u6fb3\u95e8\u5165\u5883\u4e2d\u56fd\u5927\u9646\uff0c\u5728\u73e0\u6d77\u62f1\u5317\u5173\u53e3\u88ab\u62d8\u7559\u30029\u670811\u65e5\uff0c\u6e56\u5357\u7701\u5cb3\u9633\u5e02\u4e2d\u7ea7\u4eba\u6c11\u6cd5\u9662\u5ba1\u7406\u4e86\u674e\u660e\u54f2&#8220;\u98a0\u8986\u56fd\u5bb6\u653f\u6743&#8221;\u6848\uff0c\u5f53\u5ead\u6ca1\u6709\u5ba3\u5224\u3002<\/span><\/p><p style=\"font-size: 14px; line-height: 20px; margin-bottom: 15px;\"><span style=\"font-size: 12pt;\">\u6cd5\u9662\u5ead\u5ba1\u8bb0\u5f55\u663e\u793a\uff0c\u674e\u660e\u54f2\u8ba4\u4e86\u7f6a\u3002\u4ed6\u4e0e\u5927\u9646\u7684\u5171\u540c\u88ab\u544a\u5f6d\u7389\u534e\u4e00\u8d77\u51fa\u5ead\uff0c\u4e24\u4eba\u90fd\u88ab\u6307\u63a7\u4f7f\u7528\u793e\u4ea4\u5a92\u4f53\u5e73\u53f0\u5fae\u4fe1\u3001QQ\u4ee5\u53ca\u5728\u4e2d\u56fd\u906d\u7981\u7684\u8138\u4e66\u7ec4\u7ec7\u6297\u8bae\u6d3b\u52a8\u3002<\/span><\/p><p style=\"font-size: 14px; line-height: 20px; margin-bottom: 15px;\"><span style=\"font-size: 12pt;\">\u62a5\u9053\u8ba4\u4e3a\uff0c\u5728\u4e2d\u56fd\u653f\u5e9c\u5bf9\u6279\u8bc4\u8005\u7684\u6253\u538b\u4e2d\uff0c\u674e\u660e\u54f2\u7684\u6848\u5b50\u5c24\u5176\u5f15\u4eba\u77a9\u76ee\uff0c\u662f\u56e0\u4e3a\u674e\u660e\u54f2\u6765\u81ea\u53f0\u6e7e\uff0c\u5e76\u975e\u4e2d\u56fd\u5927\u9646\u516c\u6c11\u3002\u62a5\u9053\u8bf4\uff0c\u6700\u8fd1\u51e0\u4e2a\u6708\uff0c\u4e2d\u56fd\u52a0\u5927\u4e86\u5bf9\u6d77\u5916\u5f02\u8bae\u5206\u5b50\u7684\u6253\u538b\uff0c\u4f8b\u5982\u4e2d\u56fd\u8981\u6c42\u5f15\u6e21\u5728\u57c3\u53ca\u7559\u5b66\u7684\u7ef4\u543e\u5c14\u65cf\u5b66\u751f\uff0c\u5bf9\u5728\u7f8e\u56fd\u7206\u51fa\u4e2d\u5171\u9ad8\u5c42\u8d2a\u8150\u5185\u5e55\u7684\u4ebf\u4e07\u5bcc\u8c6a\u90ed\u6587\u8d35\u63d0\u51fa\u5f3a\u5978\u6307\u63a7\u3002\u603b\u90e8\u4f4d\u4e8e\u7f8e\u56fd\u7ebd\u7ea6\u7684\u4eba\u6743\u89c2\u5bdf\u7ec4\u7ec7(Human Rights Watch)\u8fd1\u65e5\u62a5\u9053\u79f0\uff0c\u4e2d\u56fd\u6b63\u5728\u963b\u6320\u8054\u5408\u56fd\u673a\u6784\u5bf9\u4eba\u6743\u95ee\u9898\u7684\u8c03\u67e5\uff0c\u5e76\u963b\u6b62\u6279\u8bc4\u4eba\u58eb\u5728\u542c\u8bc1\u4f1a\u4e0a\u4f5c\u8bc1\uff0c\u5176\u4e2d\u4e00\u4eba\u662f\u4e16\u754c\u7ef4\u543e\u5c14\u4ee3\u8868\u5927\u4f1a(World Uyghur Congress)\u9886\u5bfc\u8005\u591a\u529b\u5764&#8226;\u827e\u6c99(Dolkun Isa)\u3002<\/span><\/p><p style=\"font-size: 14px; line-height: 20px; margin-bottom: 15px;\"><span style=\"font-size: 12pt;\">\u7f8e\u56fd\u4e2d\u6587\u7f51\u520a\u300a\u4e2d\u56fd\u4e8b\u52a1\u300b\u4e3b\u7f16\u4f0d\u51e19\u670822\u65e5\u63a5\u53d7\u672c\u53f0\u8bb0\u8005\u7535\u8bdd\u91c7\u8bbf\u65f6\u5bf9\u6b64\u8bc4\u8bba\u8bf4\uff0c<\/span><\/p><p style=\"font-size: 14px; line-height: 20px; margin-bottom: 15px;\"><span style=\"font-size: 12pt;\">&#8220;\u4e2d\u5171\u5728\u6d77\u5916\u7684\u8fd9\u4e9b\u6253\u538b\uff0c\u8bf4\u660e\u4e2d\u5171\u7684\u653f\u6743\u975e\u5e38\u7684\u4e0d\u7a33\uff0c\u975e\u5e38\u5bb3\u6015\u5916\u9762\u7684\u52bf\u529b\u5f71\u54cd\u5230\u4e2d\u56fd\u653f\u6743\u7684\u5b89\u5371\u3002&#8221;<\/span><\/p><p style=\"font-size: 14px; line-height: 20px; margin-bottom: 15px;\"><span style=\"font-size: 12pt;\">\u300a\u7ebd\u7ea6\u65f6\u62a5\u300b\u62a5\u9053\u8ba4\u4e3a\uff0c\u674e\u660e\u54f2\u6848\u4ef6\u4e0e\u9999\u6e2f\u4e94\u540d\u4e66\u5546\u7684\u7ecf\u5386\u76f8\u4f3c\uff0c\u4ed6\u4eec\u5728\u51fa\u7248\u4e86\u5173\u4e8e\u4e2d\u56fd\u653f\u6cbb\u9634\u8c0b\u7684\u516b\u5366\u4e66\u520a\u4e4b\u540e\uff0c\u6709\u56db\u4eba\u57282015\u5e74\u79cb\u5b63\u5728\u9999\u6e2f\u8fd9\u4e2a\u534a\u81ea\u6cbb\u57ce\u5e02\u88ab\u4eba\u6293\u8d70\u3002\u8fd9\u4e9b\u4e66\u520a\u867d\u7136\u5728\u9999\u6e2f\u662f\u5408\u6cd5\u7684\uff0c\u5728\u4e2d\u56fd\u5185\u5730\u5374\u4e0d\u5408\u6cd5\u3002\u5176\u4e2d\u4e00\u4f4d\u4e66\u5546\u674e\u6ce2\u662f\u82f1\u56fd\u516c\u6c11\u3002\u53e6\u4e00\u4eba\u6842\u6c11\u6d77\u5219\u5df2\u7ecf\u5165\u7c4d\u745e\u5178\uff1b\u6842\u6c11\u6d772015\u5e7410\u6708\u5728\u6cf0\u56fd\u5931\u8e2a\uff0c2016\u5e741\u6708\u6842\u6c11\u6d77\u51fa\u73b0\u5728\u4e2d\u56fd\u56fd\u5bb6\u7535\u89c6\u53f0\u4e0a\uff0c\u8868\u793a\u81ea\u5df1\u56e0\u4e3a2003\u5e74\u7684\u4e00\u8d77\u81f4\u4eba\u6b7b\u4ea1\u7684\u8f66\u7978\u800c\u81ea\u613f\u8fd4\u56de\u63a5\u53d7\u5904\u7f5a\u3002\u76ee\u524d\u4ed6\u8fd8\u5728\u76d1\u72f1\u91cc\u3002\u4eca\u5e741\u6708\uff0c\u4e2d\u56fd\u8b66\u65b9\u4ece\u9999\u6e2f\u56db\u5b63\u9152\u5e97\u6293\u8d70\u4e86\u4ebf\u4e07\u5bcc\u7fc1\u8096\u5efa\u534e\uff0c\u6b64\u4e3e\u8fdd\u53cd\u4e86\u4e2d\u56fd\u5f53\u5c40\u627f\u8bfa\u7684\u9999\u6e2f\u81ea\u6cbb\u3002<\/span><br \/><span style=\"font-size: 12pt;\">\u7f8e\u56fd&#8220;\u6ce2\u58eb\u987f\u6e2f\u6fb3\u4e4b\u53cb\u793e&#8221;\u8054\u5408\u53d1\u8d77\u4eba\u8c22\u4e2d\u4e4b\u5bf9\u6b64\u8bc4\u8bba\u8bf4\uff0c<\/span><\/p><p style=\"font-size: 14px; line-height: 20px; margin-bottom: 15px;\"><span style=\"font-size: 12pt;\">&#8220;\u8d8a\u5883\u6267\u6cd5\u7684\u60c5\u51b5\uff0c\u5bf9\u9999\u6e2f\u4eba\u7684\u4fe1\u5fc3\u5f71\u54cd\u7684\u975e\u5e38\u5927\u3002\u9999\u6e2f\u4e00\u56fd\u4e24\u5236\u540d\u5b58\u5b9e\u4ea1\uff0c\u53d8\u6210\u4e86\u4e00\u56fd\u4e00\u5236\u3002&#8221;<\/span><\/p><p style=\"font-size: 14px;
