\u8054\u540d\u4fe1\u4ecb\u7ecd\u4e86\u957f\u6c99\u4e09\u4f4d\u516c\u76ca\u4eba\u58eb\u88ab\u6293\u6355\u4e8b\u4ef6\u30027\u670822\u65e5\u661f\u671f\u4e00\uff0c\u7a0b\u6e0a\u548c\u4e24\u4f4d\u540c\u4e8b\u5218\u6c38\u6cfd\u53ca\u5c0f\u5434\u5747\u544a\u5931\u8e2a\u3002\u56fd\u5bb6\u5b89\u5168\u90e8\u95e8\u7684\u8b66\u5b98\u968f\u540e\u8054\u7cfb\u4e0a\u5218\u6c38\u6cfd\u7684\u5f8b\u5e08\uff0c\u79f0\u5218\u6c38\u6cfd\u88ab\u6307\u63a7\u201c\u6d89\u5acc\u98a0\u8986\u56fd\u5bb6\u653f\u6743\u7f6a\u201d\u3002\u7a0b\u6e0a\u7684\u59bb\u5b50\u65bd\u660e\u78ca\u548c\u7a0b\u6e0a\u7684\u516c\u76ca\u673a\u6784\u5168\u65e0\u5173\u7cfb\uff0c\u4f46\u5979\u4ea6\u88ab\u7f81\u62bc\u53ca\u5ba1\u95ee\uff0c\u5e76\u88ab\u4ee5\u201c\u6d89\u5acc\u98a0\u8986\u56fd\u5bb6\u653f\u6743\u7f6a\u201d\u76d1\u89c6\u5c45\u4f4f\u3002<\/div>

\u8054\u540d\u4fe1\u8868\u793a\uff0c\u957f\u6c99\u5bcc\u80fd\u7684\u7a0b\u6e0a\u3001\u5218\u6c38\u6cfd\u548c\u5c0f\u5434\u5c31\u7ec8\u6b62\u5bf9\u827e\u6ecb\u75c5\u611f\u67d3\u8005\u7684\u6b67\u89c6\u3001\u63a8\u8fdb\u5065\u5eb7\u6743\u548c\u6b8b\u75be\u4eba\u6743\u5229\u505a\u4e86\u91cd\u8981\u7684\u5de5\u4f5c\u3002\u7a0b\u6e0a\u5728\u8fc7\u53bb\u5341\u5e74\u4ee3\u7406\u4e86\u4e00\u7cfb\u5217\u5173\u4e8e\u827e\u6ecb\u75c5\u611f\u67d3\u8005\u53ca\u5176\u4ed6\u5065\u5eb7\u6743\u5229\u7684\u7a81\u7834\u6027\u7684\u5f71\u54cd\u529b\u8bc9\u8bbc\u2014\u2014\u9996\u5148\u5728\u5357\u4eac\u5929\u4e0b\u516c\u673a\u6784\u3001\u540e\u6765\u4f5c\u4e3a\u957f\u6c99\u5bcc\u80fd\u673a\u6784\u7684\u8054\u5408\u521b\u529e\u4eba\u3002\u5176\u4e2d\uff0c\u4ed6\u7684\u4e24\u4e2a\u57282013\u5e74\u53ca2016\u5e74\u7684\u91cc\u7a0b\u7891\u5f0f\u7684\u8bc9\u8bbc\uff0c\u4e3a\u906d\u53d7\u827e\u6ecb\u6b67\u89c6\u800c\u5931\u53bb\u5de5\u4f5c\u7684\u4e24\u4f4d\u8001\u5e08\u4e89\u53d6\u5230\u4e86\u8d54\u507f\u3002\u7a0b\u6e0a\u4ea6\u4ee3\u7406\u4e86\u53cd\u4e59\u809d\u6b67\u89c6\u7684\u8bc9\u8bbc\u3001\u4e3a\u6b8b\u75be\u4eba\u6743\u5229\u4f5c\u4e86\u6709\u529b\u7684\u5021\u8bae\u3001\u547c\u5401\u7ed3\u675f\u4e00\u80ce\u5316\u653f\u7b56\uff0c\u4fc3\u8fdb\u653f\u5e9c\u4fe1\u606f\u516c\u5f00\u548c\u6cd5\u6cbb\uff0c\u53ca\u8fdb\u884c\u4e86\u66f4\u591a\u5176\u4ed6\u7684\u5de5\u4f5c\u3002<\/div>

We write to call on China to immediately release three prominent anti-discrimination lawyers and activists who are believed to be wrongly detained. Cheng Yuan, Liu Yongze and Xiao Wu of Changsha Funeng have done important work to end discrimination against people living with HIV and to advance the right to health and rights of persons with disabilities in China. As chair of the Programme Coordinating Board (PCB), which has set a goal of zero HIV-related discrimination by 2030, China should release these three legal activists.\u00a0\u00a0<\/div>
<\/div>
<\/div>
Cheng Yuan has led over a decade of ground-breaking impact litigation on rights of people living with HIV and other health rights — first at Tianxiagong, and later as co-founder of Changsha Funeng. Two of his landmark cases, in 2013 and 2016, won damages for teachers who lost their jobs due to their HIV status. Cheng Yuan has also led work on hepatitis B discrimination litigation, advocated forcefully for the rights of persons with disabilities and for an end to China’s One Child Policy, and worked to promote freedom of information and rule of law, and more.\u00a0<\/div>
<\/div>
<\/div>
Last week, Cheng Yuan traveled to Hong Kong on personal and organizational business. On Monday, 22 July, Cheng and two colleagues, Liu Yongze and Xiao Wu, disappeared. Local police stated that they did not know their whereabouts, but CCTV recordings showed them being seized by a group of people. State Security then contacted a lawyer representing Liu Yongze, and said that Liu was facing charges of subverting state power. Cheng Yuan\u2019s wife, Shi Minglei, has nothing to do with his NGO, but she was also detained and interrogated, and placed under residential surveillance under suspicion of subverting state power.<\/div>
<\/div>
<\/div>
As chair of the governance board of UNAIDS, China plays a critical leadership role in the global HIV response. As you know, UN member states committed to the 2030 Agenda for Sustainable Development in 2015, and in doing so committed to ending HIV by 2030, to combating hepatitis, to promoting peaceful and inclusive societies for sustainable development, and to achieving “zero discrimination” against people living with HIV. UNAIDS, the Global Network of People Living with HIV (GNP+), UNDP and UN WOMEN jointly launched the Global Partnership for Action to Eliminate All Forms of HIV-Related Stigma and Discrimination. To achieve this, UNAIDS recommends countries finance and support HIV-related legal services to reduce stigma and discrimination, and the Global Fund has committed to scaling up this work in numerous countries — it is exactly the kind of work in which Changsha Funeng has expertise.\u00a0<\/div>

<\/div>
China has ratified the International Covenant on Economic, Social and Cultural Rights, which upholds the right to health, as well as the Convention Against Torture, and has committed to many other human rights standards.\u00a0<\/div>
<\/div>
<\/div>
As chair of the UNAIDS PCB, China must not only uphold, but set a positive example to the world, of promoting UN commitments to end HIV and end discrimination. China should be rewarding and showcasing the work of Changsha Funeng as a good practice to the international community, not punishing it. We respectfully urge China to immediately release Cheng Yuan, Liu Yongze and Xiao Wu and drop all charges against them.\u00a0<\/div>
