\n“We live to fight. It is our obligation.\u201d This is a striking line noted in a 2013 South Korean film, The
\nAttorney. The film describes how the change of a lawyer inspires the awakening of those around
\nhim, and of a whole nation. The struggles of the lawyer in the movie seems to be the portrayal of
\nthe human rights lawyers living in China today. It is about bitterness and suffering, but it also stands
\nfor courage and perseverance.<\/p>\n

\u4eca\u5929\u6211\u5011\u8981\u9812\u767c\u7684\u300c\u4e2d\u570b\u4eba\u6b0a\u5f8b\u5e2b\u734e\u300d\uff0c\u5b83\u8a2d\u7acb\u7684\u76ee\u7684\uff0c\u5c31\u662f\u8981\u5411\u6b63\u5728\u4e2d\u570b\u5883\u5185\u70ba\u5805\u6301\u5c65\u884c\u5f8b\u5e2b\u5929\u8077\uff0c\u606a\u5b88\u53f8\u6cd5\u516c\u7fa9\uff0c\u596e\u8eab\u70ba\u4e2d\u570b\u7684\u4eba\u6b0a\u548c\u53f8\u6cd5\u9032\u6b65\u800c\u7aed\u529b\u6297\u722d\uff0c\u751a\u81f3\u56e0\u800c\u8eab\u9677\u56f9\u5704\u7684\u5f8b\u5e2b\u5011\u81f4\u610f\u3002<\/p>\n

Today we are here to present the China Human Rights Award, the purpose of which is to pay tribute
\nto the lawyers in China who are fighting with heart and soul for the betterment of human rights and
\nrule of law protection in the country, by performing diligently their duties as lawyers, by upholding
\nthe principles of justice, and even risking arrests and incarceration.<\/p>\n

\u7d93\u904e\u5ee3\u6cdb\u7684\u63d0\u540d\u904e\u7a0b\u548c\u5404\u7c4c\u8fa6\u6a5f\u69cb\u7684\u8a55\u8b70\uff0c\u6211\u5011\u9078\u51fa\u4e862021\u5e74\u5ea6\u7684\u5169\u4f4d\u5f97\u734e\u4eba\uff1a \u5e38\u744b\u5e73\u5f8b\u5e2b\u548c\u4e01\u5bb6\u559c\u5f8b\u5e2b\u3002<\/p>\n

After an extensive nomination process and discussion among the organisers, we have come up with
\nthe following two awardees for 2021: lawyer Chang Weiping and lawyer Ding Jiaxi.<\/p>\n

\u85c9\u8457\u9019\u500b\u734e\u9805\uff0c\u6211\u5011\u5411\u5169\u4f4d\u88ab\u7f88\u62bc\u4e2d\u7684\u5f8b\u5e2b\u81f4\u656c\uff0c\u4e5f\u5411\u4ed6\u5011\u7684\u5bb6\u4eba\u8868\u9054\u6170\u554f\u8207\u652f\u6301\uff0c\u540c\u6642\u5411\u570b\u969b\u793e\u6703\u547c\u7c72\u7e7c\u7e8c\u95dc\u5207\u548c\u767c\u8072\uff0c\u52d9\u4f7f\u4e2d\u570b\u653f\u5e9c\u660e\u767d\uff1a\u4f5c\u7232\u570b\u969b\u793e\u6703\u4e00\u54e1\uff0c\u5979\u6709\u4e0d\u53ef\u56de\u907f\u7684\u570b\u5bb6\u7fa9\u52d9\uff0c\u9762\u5c0d\u548c\u5be6\u8e10\u570b\u969b\u5171\u540c\u8a8d\u53ef\u7684\u4eba\u6b0a\u548c\u6cd5\u6cbb\u6a19\u6e96\u3002<\/p>\n

With the Award, we wish to salute the two lawyers now in custody, and to convey to their families
\nour solidarity and warm support. At the same time, we want to call on the international community
\nto continue speaking up and expressing concern on their cases. We must pass onto the Chinese
\ngovernment a very clear message that as a member of the international community, it cannot evade
\nits state obligations of heeding to and implementing the internationally recognized and endorsed
\nstandards of human rights and the rule of law.<\/p>\n

\"\"\u5e38\u744b\u5e73\uff0c\u965d\u897f\u5bf6\u96de\u5e02\u4eba\uff0c1984\u5e74\u51fa\u751f\uff0c\u4e2d\u570b\u65b0\u4e00\u4ee3\u4eba\u6b0a\u5f8b\u5e2b\u4e2d\u7684\u6d3b\u8e8d\u6210\u54e1\u3002
\n\u5e38\u5f8b\u5e2b\u57282011\u5e74\u53d6\u5f97\u5f8b\u5e2b\u8cc7\u683c\u5f8c\uff0c\u66fe\u53c3\u8207\u4ee3\u7406\u591a\u500b\u5305\u62ec\u5b97\u6559\u3001\u571f\u5730\u3001\u6b7b\u5211\uff0c\u4ee5\u53ca\u6d89\u53ca\u4efb\u610f\u62d8\u7981\u3001\u6feb\u6b0a\u6feb\u6355\u3001\u5211\u4e8b\u7a0b\u5e8f\u4e0d\u516c\u2026\u2026\u7b49\u7b49\u8b70\u984c\u7684\u654f\u611f\u6848\u4ef6\uff0c\u53c8\u66fe\u591a\u6b21\u70ba\u5f8b\u5e2b\u88ab\u525d\u596a\u5408\u7406\u8faf\u8b77\u548c\u57f7\u696d\u6b0a\u767c\u8072\uff0c\u56e0\u800c\u6210\u7232\u653f\u5e9c\u7684\u6253\u58d3\u76ee\u6a19\u4e4b\u4e00\u3002
\n\u6b64\u5916\uff0c\u5e38\u5f8b\u5e2b\u4ea6\u9577\u671f\u70ba\u6c11\u9593\u7d44\u7e54\u64d4\u4efb\u7fa9\u52d9\u5f8b\u5e2b\uff0c\u81f4\u529b\u634d\u885b\u6b67\u8996\u53d7\u5bb3\u4eba\u7684\u6b0a\u5229\uff0c\u53c8\u7232\u554f\u984c\u75ab\u82d7\u53d7\u5bb3\u4eba\u3001\u5a66\u5973\u3001\u6027\u5c0f\u8846\u7b49\u5f31\u52e2\u793e\u7fa4\u63d0\u4f9b\u6cd5\u5f8b\u8aee\u8a62\u3002
\n\u5e38\u5f8b\u5e2b\u57282019\u5e74\u88ab\u6ce8\u92b7\u57f7\u7167\u30022020\u5e7410\u670822\u65e5\uff0c\u7591\u56e0\u516c\u958b\u66fe\u88ab\u9177\u5211\u7684\u7d93\u6b77\uff0c\u800c\u88ab\u516c\u5b89\u5f9e\u4ed6\u5df2\u88ab\u8edf\u7981\u8fd110\u500b\u6708\u7684\u5bf6\u9dc4\u8001\u5bb6\u5e36\u8d70\u3002\u6d88\u606f\u6307\u4ed6\u88ab\u6307\u63a7\u300c\u717d\u52d5\u985b\u8986\u570b\u5bb6\u653f\u6b0a\u300d\u7f6a\u3002\u81f3\u4eca\u4e0d\u7372\u51c6\u6703\u898b\u5bb6\u4eba\u548c\u5f8b\u5e2b\u3002\u8eab\u5fc3\u60c5\u6cc1\u672a\u660e\u3002<\/p>\n

Chang Weiping, born in 1984 in Baoji, Shannxi, is among the most active members of the younger
\ngeneration of the human rights lawyers in China.
\nHe obtained his lawyer\u2019s licence in 2011. Thereafter he took up multiple sensitive cases concerning
\nreligious rights, land rights, death penalty, arbitrary arrests and detention, power abuses and unjust
\ncriminal procedures. He was also vocal in speaking up for fellow lawyers who were suppressed. His
\nwork made him the government\u2019s target of persecution.
\nWeiping has also served as pro-bono lawyer for NGOs, assisting cases against discrimination and
\nproviding legal consultation to the socially disadvantaged communities including victims of
\ncontaminated vaccines, women and sexual minorities.
\nWeiping had his licence cancelled by the authorities in 2019. On 22 October 2020, he was taken
\naway by the local police from his native town where he had been house-arrested for nearly 10
\nmonths, allegedly for \u201cinciting subversion of state power\u201d. His latest arrest was suspected to be the
\nresult of his disclosure to the public of his experience being tortured earlier that year. By far, Weiping
\nhas remained incommunicado. He has not been allowed to see his lawyer or family. Nothing is
\nknown about his physical and psychological status of being.<\/p>\n

\"\"\u4e01\u5bb6\u559c, \u6e56\u5317\u7701\u5b9c\u660c\u4eba\uff0c1967\u5e74\u751f\u3002\u4ed6\u57281994\u5e74\u7372\u53d6\u5f8b\u5e2b\u8cc7\u683c\u3002\u81f32010\u5e74\u524d\u5f8c\uff0c\u4ed6\u7a4d\u6975\u53c3\u8207\u5317\u4eac\u6c11\u9593\u7d44\u7e54\u300c\u516c\u76df\u300d\u7684\u65b0\u516c\u6c11\u904b\u52d5\uff0c\u5021\u8b70\u6d41\u52d5\u5152\u7ae5\u5e73\u7b49\u6559\u80b2\u6b0a\u53ca\u5b98\u54e1\u516c\u958b\u8ca1\u5bcc\u3002\u4e26\u56e0\u800c\u7372\u7f6a\uff0c\u65bc2013\u5e74\u88ab\u6307\u300c\u5c0b\u91c1\u6ecb\u4e8b\u300d\u53ca\u300c\u805a\u8846\u64fe\u4e82\u793e\u6703\u79e9\u5e8f\u300d\u7f6a\u6210\u88ab\u540a\u92b7\u5f8b\u5e2b\u57f7\u7167\u4e26 \u5224\u5211\u4e09\u5e74\u534a\u30022016\u5e7410\u6708\u51fa\u7344\u3002
\n\u81f32019\u5e7412\u6708\u56e0\u5ec8\u9580\u805a\u6703\u4e8b\u4ef6\u518d\u6b21\u88ab\u6307\u6d89\u5acc\u300c\u985b\u8986\u570b\u5bb6\u653f\u6b0a\u300d\u5e36\u8d70\u7f88\u62bc\u81f3\u4eca\uff0c\u81f32021\u5e74\u4e00\u6708\u624d\u521d\u6b21\u7372\u5f97\u901a\u904e\u8996\u983b\u8207\u5f8b\u5e2b\u898b\u9762\u3002\u7f88\u62bc\u671f\u9593\u6709\u6d88\u606f\u6307\u4e01\u5f8b\u5e2b\u66fe\u53d7\u5305\u62ec\u9023\u7e8c\u591a\u5929\u88ab\u7dca\u7dca\u7d81\u5728\u8001\u864e\u51f3\u4e0a\u7684\u75b2\u52de\u5be9\u8a0a\u3001\u5e7d\u7981\u3001\u525d\u596a\u98df\u7269\u548c\u7761\u7720\uff0c\u4ee5\u53ca10\u5929\u9023\u7e8c24\u5c0f\u6642\u64f4\u97f3\u64ad\u653e\u7fd2\u8fd1\u5e73\u5ba3\u50b3\u97f3\u983b\u7b49\u9177\u5211\u548c\u9a37\u64fe\u5c0d\u5f85\u3002<\/p>\n

Ding Jiaxi, born in 1967 in Yichang, Hubei. Jiaxi obtained his lawyer\u2019s licence in 1994. Around 2010,
\nhe began to actively take part in the New Citizens Movement organised by an NGO in Beijing called
\nGongmeng. The Movement advocated for equal education rights for children of the migrant workers
\nin China, and for the government officials to declare their wealth and assets. As a result, Jiaxi was
\naccused in 2013 of \u201cpicking quarrels and provoking troubles\u201d and \u201cassembling a crowd to disrupt
\nsocial order\u201d. He was sentenced to 3.5 years of imprisonment and was released in October 2016.
\nOn 26 December 2019, Ding Jiaxi was again arrested, allegedly in relation to the \u201cXiamen Gathering\u201d.
\nHe was accused of \u201csubverting state power\u201d, and was held incommunicado until January 2021. He
\nhas been allowed to meet his lawyer online. News has broken that Jiaxi suffered torture during his
\nrecent detention, which included fatigue interrogation with constrainted posture on the \u201ctiger chair\u201d,
\nsolitary confinement, deprivation of food and sleep, and round the clock bombardment of Xi
\nJinping\u2019s propaganda on amplifier non-stop for 10 consecutive days.<\/p>\n

\u73fe\u5728\uff0c\u8b93\u6211\u5011\u6b61\u8fce\u5e38\u744b\u5e73\u5f8b\u5e2b\u7684\u59bb\u5b50\u9673\u7d2b\u5a1f\u5973\u58eb \u548c \u4e01\u5bb6\u559c\u5f8b\u5e2b\u7684\u59bb\u5b50 \u7f85\u52dd\u6625\u5973\u58eb\uff0c\u5979\u5011\u5c07\u4ee3\u8868\u5169\u4f4d\u5f8b\u5e2b\u63a5\u53d7 2021\u5e74\u5ea6\u7684\u4e2d\u570b\u4eba\u6b0a\u5f8b\u5e2b\u734e\u3002\u5148\u8acb\u7d2b\u9d51\u3002<\/p>\n

\n\u6b63\u5982Attorney\u96fb\u5f71\u4e2d\u6240\u8a00\uff1a\u300c\u5ca9\u77f3\u7d42\u7a76\u6703\u5316\u70ba\u7802\u77f3\uff0c\u4f46\u96de\u86cb\u788e\u4e86\u537b\u80fd\u5b75\u6210\u751f\u547d\u3002\u300d\u8b93\u6211\u5011\u5171\u52c9\u3002<\/p>\n

\nIn this severe political environment, it might be difficult for an egg to rival the high solid wall of
\nstone. But if we look in history, dictatorship did not last as it could never survive the scrutiny and
\nresistance of the people. I believe every single endeavour we have made and are making will embark
\non the path to change. As noted in the movie Attorney, “The stone will eventually turn into sand, but
\na broken egg can nurture life.” Let us stay united and resolute.<\/p>\n
