\u5f53\u5a01\u6743\u6269\u5f20\u3001\u4f38\u5ef6\uff0c\u5f53\u6cd5\u5f8b\u6210\u4e3a\u5f53\u6743\u8005\u7ba1\u6cbb\u3001\u9547\u538b\u5de5\u5177\uff0c\u6240\u5230\u4e4b\u5904\u6cd5\u6cbb\u5d29\u574f\u6216\u5982\u5c71\u5012\u3001\u6216\u5982\u8839\u866b\u4fb5\u86c0\u3002 \u4e2d\u56fd\u7531\u662f\u6bcf\u51b5\u6108\u4e0b\u3001\u9999\u6e2f\u5010\u7136\u53d8\u5929\u66f4\u662f\u8ba9\u4eba\u75db\u5fc3\u75be\u9996\u3002<\/p>\n

\u5c24\u5e78\u5728\u51e0\u8fd1\u96c6\u4f53\u6cae\u4e27\u65e0\u529b\u7684\u6f29\u6da1\u8fb9\u7f18\uff0c\u6211\u4eec\u4e0d\u4f46\u6709\u7740\u6765\u81ea\u4e16\u754c\u5404\u5730\u7684\u58f0\u63f4\u4e0e\u652f\u6301\uff0c\u8fd8\u6709\u5f8b\u5e08\u540c\u884c\u7684\u76f8\u4e92\u7825\u783a\u548c\u97ad\u7b56\u3002<\/p>\n

\u9762\u5bf9\u9999\u6e2f\u6cd5\u6cbb\u5df2\u6b7b\u7684\u54c0\u53f7\uff0c\u5434\u96f3\u4eea\u5927\u5f8b\u5e08\u94ff\u9535\u56de\u5e94\uff1a\u300c\u6211\u76f8\u4fe1\u53ea\u8981\u4eba\u6c11\u6709\u6597\u5fd7\uff0c\u6cd5\u6cbb\u5c31\u4e0d\u4f1a\u6b7b\u3002 \u6cd5\u6cbb\u672a\u6b7b; \u56e0\u4e3a\u4eba\u5fc3\u672a\u6b7b\u3002\u300d<\/p>\n

\u4eca\u5929\uff0c\u6211\u4eec\u628a\u300c\u4e2d\u56fd\u4eba\u6743\u5f8b\u5e08\u5956\u300d\uff0c\u9881\u53d1\u4e0e\u4e24\u4f4d\u4e45\u5386\u5371\u96be\u5374\u4ecd\u575a\u6301\u9006\u98ce\u800c\u884c\uff0c\u4e3a\u4e86\u5c65\u884c\u5f8b\u5e08\u5929\u804c\uff0c\u606a\u5b88\u53f8\u6cd5\u516c\u4e49\u751a\u81f3\u4e0d\u60dc\u5192\u72af\u653f\u6743\u7684\u5f8b\u5e08\u3002 \u4ed6\u4eec\u5f70\u663e\u51fa\u65e0\u6bd4\u7684\u6bc5\u529b\u548c\u52c7\u6c14\uff0c\u5728\u5728\u662f\u4eba\u5fc3\u672a\u6b7b\u7684\u5370\u8bc1\uff0c\u4e5f\u662f\u6211\u4eec\u6b64\u540e\u524d\u884c\u7684\u5e0c\u671b\u548c\u6fc0\u52b1\u6240\u5728\u3002<\/p>\n

\u300c\u4e2d\u56fd\u4eba\u6743\u5f8b\u5e08\u5956\u300d\u6bcf\u5e74\u4e00\u5ea6\uff0c\u7ecf\u8fc7\u5e7f\u6cdb\u7684\u63d0\u540d\u7a0b\u5e8f\u540e\u7531\u5404\u7b79\u529e\u673a\u6784\u8bc4\u8bae\u9009\u51fa\u3002<\/p>\n

2015\u5e74709\u6848\u53d1\uff0c\u8c22\u9633\u5f8b\u5e08\u4ee5\u6d89\u5acc\u6270\u4e71\u6cd5\u5ead\u79e9\u5e8f\u548c\u717d\u52a8\u98a0\u8986\u56fd\u5bb6\u653f\u6743\u88ab\u76d1\u89c6\u5c45\u4f4f\u3002 \u62d8\u7559\u671f\u95f4\uff0c\u9971\u53d7\u9177\u5211\u8650\u5f85\uff0c\u81f32017\u5e74\u5e95\u88ab\u5224\u300c\u717d\u98a0\u7f6a\u300d\u6210\uff0c\u867d\u7136\u514d\u4e88\u5211\u4e8b\u5904\u7f5a\u5374\u88ab\u957f\u671f\u76d1\u63a7\u3002<\/p>\n

\u8fd1\u5e74\u8c22\u5f8b\u5e08\u518d\u6b21\u6d3b\u8dc3\u4e8e\u5404\u5730\u7ef4\u62a4\u4eba\u6743\u7684\u6d3b\u52a8\uff0c2021\u5e74\u5148\u540e\u58f0\u63f4\u591a\u4f4d\u56e0\u4e3a\u53d1\u8868\u5f02\u89c1\u800c\u88ab\u6355\u7684\u4eba\u58eb\uff0c\u5305\u62ec\u8d35\u5dde\u7684\u6768\u7ecd\u653f\u6559\u6388\u3001\u88ab\u7cbe\u795e\u75c5\u7684\u6e56\u5357\u6559\u5e08\u674e\u7530\u7530\u4ee5\u53ca\u5e7f\u897f\u6cd5\u5f8b\u540c\u884c\u8983\u6c38\u6c9b\u5f8b\u5e08\u7b49\u3002<\/p>\n

2022\u5e741\u670811\u65e5\uff0c\u8c22\u9633\u5f8b\u5e08\u518d\u6b21\u6d89\u5acc\u300c\u717d\u52a8\u98a0\u8986\u56fd\u5bb6\u653f\u6743\u300d\u88ab\u62d8\u7559\uff0c2\u6708\u4e0b\u65ec\u88ab\u6b63\u5f0f\u902e\u6355\u3002 \u81f3\u4eca\u534a\u5e74\uff0c\u4ecd\u672a\u83b7\u5bb6\u4eba\u548c\u5f8b\u5e08\u4f1a\u89c1\u3002<\/p>\n

\n2022 China Human Rights Lawyers Award
\nAward Presenter: Mr. Zhou Fengsuo<\/p>\n

\nDistinguished Guests and Lawyers,
\nWhen authoritarian rule expands and goes beyond borders, and when the law becomes the
\nutter tool for control and repression, the rule of law is bound to fail, in corrosion or with a
\nflump. Hence we see China in decay and Hong Kong go in plummet. It does hurt, rather
\nbadly.<\/p>\n

Yet, while on the verge of our collective sense of despair and powerlessness, we are blessed
\nto find ourselves showered not only with support and solidarity from around the world, but
\nalso the encouragement and inspiration from our fellow lawyers.<\/p>\n

As people lament the imminent demise of the rule of law in Hong Kong, veteran barrister
\nMargaret Ng made herself heard loud and clear, “I believe that as long as the people have the
\nwill to fight, the rule of law will not die. The rule of law is not dead; because people’s hearts
\nare not dead.”<\/p>\n

Today, we present the “China Human Rights Lawyers Award” to two lawyers who, albeit the
\nmany torments endured, have vowed to embrace the principles of justice in carrying out
\ntheir professional duties. They strived against all odds, even if it meant upsetting the
\nauthorities. It is through their unparalleled perseverance and courage that we see the
\n\u201cundying hearts of people\u201d, and the hope and inspiration we most need in the pursuit of
\njustice.<\/p>\n

The “China Human Rights Lawyers Award” is held annually, with the awardees decided
\nafter an extensive nomination process, to be followed by careful deliberations among the
\norganisers.<\/p>\n

Ladies and gentlemen, it is my great honour to announce on behalf of the organisers the
\nwinners of the 2022 “China Human Rights Lawyers Award”: Mr. Xie Yang and Mr Qin
\nYongpei.<\/p>\n

(Fengsuo introduces the Awardees)<\/p>\n

Mr. Xie Yang, 50, is a lawyer from from Changsha in the Hunan Province.
\nSince 2011, Mr. Xie has represented cases involving religious freedom, land
\nrights, political dissidents, and victims of black jails, and thereby, being
\nrepeatedly harassed and suppressed by the Chinese authorities.
\nIn the 709 Crackdown in 2015, Xie Yang was held under “residential
\nsurveillance at designated location” (RSDL) for allegedly “disrupting court order” and
\n“inciting subversion of state power”. At the end of 2017, he was convicted of “incitement to
\n1
\nsubversion” and, despite being exempted from criminal punishment, was placed under
\nlong-term surveillance and monitoring.
\nXie has resumed his human rights activism more recently. In 2021, he openly supported the
\npeople arrested for expressing dissent views, including Professor Yang Shaozheng in
\nGuizhou, Hunan teacher Li Tiantian whom the local authorities branded \u201cmentally ill\u201d, and
\nfellow rights lawyer Qin Yongpei in Guangxi.
\nOn 11 January 2022, Xie Yang was again detained allegedly for “inciting subversion of state
\npower\u201d. He was formally arrested in February. He has not been seen by his family or lawyer
\nby far.
\nAmong all human rights lawyers released from the 709 Crackdown, Xie Yang is the first to
\nbe detained again for “inciting subversion”. He is currently detained in the First Changsha
\nCity Detention Centre.
\nMr. Qin Yongpei, 53, is a lawyer from Guangxi. Mr. Qin has been
\npracticing law for more than a decade. Long-time advocate for human
\nrights, he hired a number of local human rights lawyers in the law firm he
\nset up. His law firm assisted his fellow lawyers under suppression and
\nprovided legal services to disadvantaged groups. He represented numerous
\nrights cases including those on unlawful administrative detentions,
\nindustrial pollution, wrongful convictions, and forced demolition and eviction. Qin
\nsubsequently became the target of suppression.
\nIn May 2018, his practising licence was revoked. He was later forced to close the law firm
\nhe founded. Thereafter, together with other disbarred lawyers, he formed an informal China
\nDisbarred Lawyers\u2019 Group to continue providing legal consultation to the public. Qin again
\nbecame the authorities\u2019 target of suppression when he reported online cases of corruption
\nand malfeasances involving local officials.
\nQin was taken away in October 2019 and charged with “inciting subversion of state power”
\nfor criticizing the government on social media platforms including Weibo and Twitter. He
\nwas detained for almost 7 months before being allowed to meet his lawyer. He was indicted
\nin June 2020 and tried on 31 December 2021 for “inciting subversion of state power”, a
\ncharge he steadfastly denied.
\nQin has been detained for 2 years and 8 months with no adjudication by far. He is currently
\ndetained in the Second Detention Centre of the Guangxi Autonomous Region.

\nWe regret that both Mr. Xie Yang and Mr. Qin Yongpei are currently in detention, and
\nneither can join us here to share the honour and pleasure they most deserve. Today Xie and
\nQin are represented by their spouses, respectively Ms. Chen Guijiu and Ms. Deng Xiaoyun,
\nin accepting the award. May we first welcome Ms. Chen, wife of Mr. Xie Yang.
