Dear Prime Minister Harper,
尊敬的哈珀首相:


(英)We are Chinese nationals living in China and abroad. Our homeland
today contains about twenty percent of the world\’s population. This
fact alone suggests that China must be the prime focus of Canada’s
leadership on human rights internationally.

(中)我们是居住在中国境内和境外的中国人。我们的祖国今天拥有世界上五分之一的人口,这一个事实本身就足以让加拿大把中国的人权置于政府的国际人权政策的首要地位。

(英)For the past 60 years, China has been governed by a one-party state
whose disregard for fundamental human values and the political rights
of religious and cultural groups has been documented by numerous
legislative hearings, international commissions and human rights
organizations. This month, for example, the American Congressional
Executive Commission on China issued its annual report, which
reiterated the Beijing party-state\’s ongoing systematic disregard for
the rights of its citizens, including Christians and people peacefully
express their freedom of expression.

(中)在过去的六十年里,中国是被一党统治的。而这种统治下的对于基本人权的侵害,对于政治权利、宗教信仰权利的剥夺,和宗教文化政治团体的迫害,都已经在无数次的立法听证会上,国际人权委员会和国际人权组织得到了充分的记录。本月,美国的国会执行委员会还再次重申了中国的系统地侵害人权的情况,其中包括对于基督徒以及那些和平地表达自己意见的人们的迫害。

(英)Neither economic growth in China nor promises of trade should blind us
to this reality.

(英)Canadian advocacy for human rights has been important to the
advancement of freedom around the world, including China. Abandonment
of this cornerstone of Canadian engagement will not only damage
Canada’s reputation, but, more importantly, demoralize the millions of
Chinese who are fighting daily for their basic dignity and freedom. It
can also jeopardize the chances for China\’s peaceful transition to
democracy, resulting in long-term strategic problems for Canada and
increasing domestic instability within China. We stand wholeheartedly
behind engagement with China, but it must be a principled and coherent
engagement, firmly rooted in universal values.

(中)加拿大在人权的关注一直对于世界的自由的进步具有至关重要的意义,尤其是中国。如果放弃这一人权领域的关注,只能有损于加拿大的国际声誉,而且,让许多中国人,那些正在为自己的尊严和自由而奋斗的人们感到失望。如果无视人权,将会危及中国的和平的民主转型,让加拿大产生今后长期的战略问题,也让中国会加剧内部的动荡。我们坚决支持与中国继续加深交往,但是,这一交往必须是原则性的,和基于普世价值的一致性的交往。

(英)We therefore ask you to re-state Canada\’s human rights policy to the
Chinese leaders, as well as to the Chinese people, during your
December visit, and to emphasize that continued improvement of
Canada-China relations depends on China\’s progress on human dignity.
Specifically, we ask you to use your power of persuasion and your
skill in international diplomacy to:

(中)我们因此请求你在12月的访华期间,再次强调加拿大的对于中国领导和中国人民的人权政策,强调加拿大和中国的关系有赖于中国在尊重人权和人的尊严上的进步。特别是,我们希望你运用你优秀的说服力和国际外交技巧来说服中国政府:

(英)1. Request the release of political prisoners and rights-defending
journalists, particularly ask release of those people who were
seriously ill and may die in prison, and those who experience grave
torture: Wang Rongqing,Yang Tianshui,Xu Wanping,Yang Maodong, Huang
Qi,Wang Bingzhang,Chen Guangcheng,Hu Jia,Jin Haike. Please also
inquire the whereabouts of Gao Zhisheng.

(中)1.释放政治犯和维权记者,特别是释放那些病重病危可能死于狱中的良心犯,和那些遭受严重酷刑的良心犯,包括:王荣清,杨天水,许万平,杨茂东,黄琦,王炳章,陈光诚,胡佳,靳海科。并且请过问高智晟的失踪情况。


(英)2. Attend a church service while you are in Beijing, and urge the
Government to cease the persecution of family churches and other
spiritual communities such as the Falun Gong;

(中)2.参加一个教会活动,并且要求中国政府停止对于家庭教会,其它信仰和精神修行活动的迫害,包括法轮功。

(英)3. Host a meeting in the Canadian Embassy in Beijing with Liu Xia,
wife of the distinguished Chinese intellectual and author of Charter
08, Liu Xiaobo, who is currently in prison and charged with state
subversion.

(中)与刘霞在大使馆会面,也就是著名的知识分子和作家刘晓波的妻子。刘晓波是零八宪章的起草人,现在狱中。

(英)4. Urge the Chinese government publicly to address the real history of
the June 4, 1989 massacre at Tiananmen Square and redress the
injustices suffered by those who died or were injured.

(中)要求中国政府公开面对1989年六月四日的天安门屠杀的真实历史,并且公开那些因此而杀害或者受伤的受难者,对他们或者家人予以国家的赔偿和司法的正义。

(英)5. Encourage a genuine dialogue between the Chinese government and the
Dalai Lama and between the government and the Uyghurs, and call for an
independent, open, fair, judicial process for cases related to the
events of 3/14/2008 and 7/5/2009.

(中)5.鼓励中国政府与达赖喇嘛进行真诚的对话,以及和维吾尔民族领袖们的真诚对话,要求中国政府进行独立的,公开的,公正的对于2008年3月14日和2009年7月5日的时间的公正的司法处理。

(英)At Tiananmen Square in 1989, many among us based our efforts on
Canadian, European and American democracy norms. We urge you to
recognize that totalitarians still rule much of humanity. Please
reflect on the fact that the victims of 60 years of Chinese party
policies have surpassed those of Hitler and Stalin combined. We urge
you to recommit your government to the cause of dignity for all by
taking the above steps.

(中)在1989年的天安门,我们中的许多人在追求民主的路上,大多收到了加拿大,美国,欧洲等的民主的感召和启发。我们希望你看到在这个世界上的极权专政仍然控制着人类的很大一部分。请再次思考这样的一个事实:由于中国六十年共产党的通知所带来的受难者超过了希特勒和斯大林统治下的综合。我们强烈地要求你的政府再次在保护人类尊严的道路上再次担当责任。
