氣溫在攝氏二十度以上。望著滿眼春色，心緒就沒有了節制…….
社區開始裝卸分送大米，搬運了一千多斤。估計還會不斷地增加，想想都令人畏懼。在小區門口看見有人義務給居民剃頭，但來的居民並不多，或許大家都想著要留發明志吧。有人反映一位獨居老人一個多星期沒有吃到蔬菜，社區得知後給老人送了一些蘿蔔、包菜還有一把尖辣椒。
銀行終於想起來要開門營業啦，一大早看見很多人在銀行門口排起長隊。也許是考慮到前來取錢的多為老人，銀行在門口放了一長溜塑料凳子，取錢的人捏著存折，安靜地坐在凳子上排隊等候。工作人員都穿著雪白的隔離服把著大門，不知情的還以為這是一家醫院或診所。
今天報道中的新增確診病例為1例。歸零在即。社區幹部在微信群裏組織居民網上申辦健康卡，說是以後出入小區都要以健康卡為憑據。看來政府正在著手開放居民小區，應該會有條件地逐步開放。
很多人都覺得有了希望，大家對疫情的關注點也擴大到了整個世界，尤其是歐美。大家對這些國家政府不作為，草菅人命的事情知道得不少，比如英國。他們說英國現在到處都是死掉的人，政府正在廣場上建太平間，這與我們建方艙醫院形成鮮明的對照。說，外國不像中國為人民著想，所以我們建方艙，他們建太平間。大家都很認真，其他人很難插上嘴，更不要說提出質疑。其實網上也有很多這樣的消息，比如新浪網上的一則新聞，標題是：中國的新冠狀病毒，一個新發現令人震驚，該病毒起源於美國嗎？還有消息說，在美國想要申請一次核酸檢測都是難上加難，一個試劑盒的檢測費用就高度達2.5萬元，但在中國公立醫院僅僅只需要40元！一直有人向往美國、歐洲這樣的發達國家，很多人在知道此時此刻才發現，原來中國才是最好的。等等，等等……
經過兩個多月來的觀察和思考，我個人認為，疫情防控最重要的應該有三個方面，一是具備快速甄別一般發熱病人和被感染的病人的手段和設備；二是，醫療單位在及時甄別的基礎上對感染病人做到應收盡收，及時治療，對密切接觸人員進行密切監護觀察，隨時處置；三是，普及宣傳預防傳染的科學知識，包括宣傳勤洗手，戴口罩，避免人群聚集。政府在提供充分的開展醫療、預防方面的物資和技術科研上的支持的同時，應努力確保市政部門和經濟的正常且高效率運轉。當然如果做不到或者沒有能力做到這些，恐怕就只有封閉了。從治療的方面來看，我覺得最危險的是所謂的疑似病人，大量的疑似病人存在就可能表明疫情已經失去控制。
總的來看，目前應該存在兩條防控疫情的路徑，一種是以科學技術為基礎的積極的醫學防控，一種是在無力控制疫情的情況下實行強制性的封閉隔離。應該說這兩種辦法都可以達到防控的目的，只是後者所要付出的代價和損失更大甚至難以計算，引發次生災難和人道主義災禍的幾率非常高，有的甚至是百分之百，是相對原始簡單的迫不得已而為之的手段和措施。
有一則3月16日的新聞：成都保和街道辦城管隊員告訴一小區門外的攤販，疫情防控期間允許擺地攤，臨街餐飲店也被允許在店外人行道擺放桌椅招待顧客。日前成都市城管委制定多條措施，允許在居民居住集中區開辟臨時占道攤點攤區，允許臨街店鋪臨時 ………。我很贊同這個做法，非常好！人們說科學是第一生產力，我認為市場才是第一生產力，而且是科學技術得以發展的基礎和動力。

The temperature is above 20 degrees Celsius. When looking at the
colorful spring flowers, I felt there was no restraint in my mind.
The community began loading and unloading rice for distribution,
and over a thousand pounds of rice have been distributed so far. It’s a
daunting thought that will continue to grow. At the gate of the building
complex, I saw people volunteering to cut the hair for the residents, but
not many of them came. Maybe they all wanted to keep their long hair.
Someone reported that an older man living alone hadn’t had any
vegetables for over a week, so the community sent him some radishes,
cabbage, and a handful of sharp peppers.
The bank finally remembered to open for business, and early in the
morning, I saw a long line of people lined up at the entrance. Perhaps
most of the people withdrawing money were older people. The bank put
a long plastic stool at the gate, and those who withdrew money sat quietly
on the stool with their bankbooks in their hands. The staff wore snowwhite isolation suits to hold the door as if this was a hospital or clinic.
The number of confirmed new cases reported today is 1. Zeroing in
is imminent. Community leaders are organizing online health card
applications for residents in a WeChat group, saying that the health card
will be used as proof of access to the community in the future. It seems
that the government is working on opening the residential area and
should do so gradually and conditionally.
Many people felt hope and concern about the pandemic extended
to the whole world, especially Europe and the United States. People know
a lot about the governments of these countries, such as the United
Kingdom. They say that the U.K. is now full of dead people, and the
government is building mortuaries in the squares, which is a stark contrast
to the temporary tented hospitals we built. They say, “Foreign countries
don’t think about the people like China does, so we build the tented
hospitals, and they build the mortuaries. ” Everyone is so serious. It is
hard for others to talk or raise questions. There is a lot of news on the
Internet, such as a piece of news on Sina.com with the headline: “New
Covid-19 virus in China, a shocking new discovery, did the virus originate
in the United States?” There is also news that it is much more challenging
to get a nucleic acid test in the United States, with a kit costing as much
as $25,000, but only $40 in a public hospital in China! People have always
been aspired to go to the United States, Europe, and other developed
countries. Many of them only found out that China is the best at this
moment.
After more than two months of observation and reflection, I believe
that the most critical aspect of pandemic prevention and control should
be in three areas: First, to have the means and equipment to quickly
screen fever and infected patients; second, to have medical units to admit
infected patients based on timely screening and timely treatment; to have
close supervision and observation of close contacts and to dispose of
them at any time; and third, to popularize the propaganda of infection
prevention, and to popularize the scientific knowledge of infection
prevention, including the promotion of frequent hand washing, wearing
masks and avoiding crowd gathering. While the government should
provide adequate material and technical research support for medical care
and prevention, it should also strive to ensure the normal and efficient
operation of the municipalities and the economy. Of course, if this cannot
be done, or if the government cannot do so, I am afraid that the only
option is to close. In terms of treatment, I think the most dangerous thing
is the so-called suspected patients. The presence of a large number of
suspected patients may indicate that the outbreak is out of control.
In general, there are two paths to prevent and control the pandemic.
One is active medical prevention and control based on science and
technology. The other is mandatory containment and isolation in the
event of the inability to control the pandemic. Both methods can achieve
the purpose of prevention and control, but the latter requires a greater
price and losses that are difficult to calculate. It also has a very high
chance of triggering secondary disasters and humanitarian disasters and
is a relatively primitive and simple means of a last resort.
On March 16, the newspapers said city management team members
from Chengdu’s Baohe Street Office told vendors outside a small area
that they were allowed to set up stalls during the pandemic prevention
and control period. It also said that street-level restaurants were allowed
to place tables and chairs on the sidewalk outside their stores to entertain
customers. Recently, the Chengdu Urban Management Committee has
developed several measures to open temporarily occupied stall areas in
residential areas and allow street-level stores to open temporarily. The
company’s main business is to provide a wide range of services to the
public. I agree with this approach, very good! People say science is the
first productive force. I think the market is the first effective force and is
the basis and driving force for the development of science and technology.
