近几年,中国的灾难太多。汶川大地震后是玉树大地震,暴雨引来洪水爆发,又引来这次舟曲的特大泥石流灾难!矿难、石油泄漏、环境污染;幼儿园、小学幼童被频频袭杀;三鹿奶粉之后,现在又有了“激素”奶粉;天灾?人祸?祖国啊!多灾多难啊!

本周,甘肃舟曲泥石流大灾难,举世关注。15日,全国哀悼,民族悲恸,人类在自然面前显得那么脆弱,人性的呼唤,能否让中国人走出天灾和人祸?!

诚然,天灾是难以避免的,但人的因素也可以让灾难减少到最小程度,也可以让灾难更加深重。

与此同时,本周的“激素”奶粉问题引起莫大恐慌。女婴的“性早熟”与食用圣元奶粉联系在一起,尽管直到今日,仍然难以十分确定原因,但食品安全确实是一起全民族极应重视的问题。

At midnight on Sunday, August 8th, a temporary lake caused by a recent landslide broke loose above the town of Zhouqu, in Gannan Tibetan Autonomous Prefecture, China. The outflow slid down the valley as a wall of mud, wiping out houses and muli-story buildings, and killing at least 1,144 residents – with over 600 still reported as missing. More than 10,000 soldiers and rescuers arrived soon to comb through the mountains of mud that buried several parts of Zhouqu County. Engineers also worked to blast the debris that had passed through the town to partially block the Bailong River, causing further flooding. The Mother Earth is wrecking havoc because we keep on consuming the earth and not replenish it by Planting more trees, reducing the carbon footprints. I hope that the people in power to change this will move faster before its too late.

The human population is growing ever faster. This results in living in places where we simply do not belong. That\’s why we hear more about the impact of mud slides and flooding. Not this mambo jumbo about planting more trees and carbon footprint, which is a money grab expression. Get real!We\’re already planting more trees.

139.回国走了一圈。发现很多很多城市,甚至乡村都在进行房地产建设。到处盖楼房,很多树木被砍掉。原本海边很好的公园被拆除,填海建成产业区。呼伦贝尔原本是中国最美的草原,但是现在到处都是矿区,石油区。
为了金钱,我们失去的不仅是美丽的草原,参天的大树,新鲜的空气,我们也在失去这些无辜的生命。
如果能有个更好的体制,在进行开发,建设之前征求公民的同意,我们也许可以更多的避免这样的悲剧发生。

●舟曲泥石流的天灾与人祸

▲美国之音(VOA)8月10日报道:中国泥石流之殇:天灾中亦有人祸

中国国土资源部部长在舟曲抢险救灾会议上分析了舟曲特大泥石流灾害的五大与大自然相关的成因。但有专家认为,灾难背后仍有人为因素。截止8月10日下午5点,中国发布的最新统计数字是,舟曲特大泥石流已造成702人死亡,42人重伤,1042人失踪。

*徐绍史:五大自然因素导致灾难*

8月7日夜晚到8月8日凌晨,一场暴雨引发的特大泥石流沿着白龙江滚滚而下,沿排洪沟两边的三个村庄很快被冲垮,舟曲县城一块长5公里,宽500米的区域被夷为平地,那里居住的2000人,300多户人家遭掩埋。中国军队几天来在那里展开了大规模的紧急营救行动。

中国国土资源部部长徐绍史在8月9日举行的舟曲抢险救灾紧急会议上分析了这次灾难的五大成因:一是地质地貌的原因,舟曲属于地质灾害高发区,该地区岩体风化严重,地质地貌非常容易松散破碎,形成地质灾害;二是5.12地震波及舟曲,强烈地震震松了山体;三是因为气象,今年上半年西南地区大旱,这令该地区山体收缩,加大了岩石间、山体间的缝隙,使得原本松散的岩石、山体更松散;四是瞬间的暴雨成为这次泥石流灾的直接诱因;五是地质灾害自有的特征,有其隐蔽性、突发性和破坏性。

*暴雨引发地质灾害隐患*

中国著名地质学家、四川地矿局区域地质调查队总工程师范晓曾经沿白龙江做地质考察。他在接受美国之音采访说,舟曲县城北边有两条沟,历史上多次发生泥石流。据相关统计,在过去200年间,舟曲县城北边河沟三眼裕曾经发生过大约11次较大型的泥石流。有专家称,日前发生的这场灾害是中国历史上泥石流灾害死亡人数最多的一次。

范晓分析的舟曲泥石流灾害成因与中国国土资源部长分析的有不少相同之处,其中有舟曲地区地质结构不稳定、地形陡峭、岩石破碎、山体松散、堆积物质较多等。同时,范晓也认为,8月7日晚间10点左右下的那场暴雨是这场泥石流的直接诱因。

*范晓:人为因素加剧灾难的风险*

不过,范晓提出了一个中国国土资源部长没有提到的成因,那就是这场灾难背后的人为因素。

他说:“最近几十年它的生态环境的破坏还是比较严重,所以造成很多植被的破坏。因为人类的一些活动,包括森林砍伐,包括交通的建设,因为是在地形很陡峭的山区,本身它就是地质灾害高发区,所以这样大规模的人工活动对环境肯定是有比较严重的影响。”

*陇上小江南变泥石流多发区*

舟曲被誉为甘肃的“陇上小江南”。上海东方早报摘录舟曲县志的记载,“上个世纪中叶前的舟曲县,境内雨水充沛、气候温润、森林茂密、植被丰富,滔滔白龙江横贯县城全境,宛如一条飘逸的哈达将舟曲打扮得十分秀丽。”

东方早报的文章认为,舟曲泥石流惨祸背后有人为因素。文章说,经大跃进、学大寨、与天斗争其乐无穷一类的瞎折腾,再经过度砍伐、过度放牧等对大自然的一系列无节制索取之后,舟曲县自然地理生态遭到了反复摧残,最终弄得山川裸露、水土流失,洪涝、滑坡、泥石流年甚一年。文章说,“长期悬在舟曲县城近5万居民头上的达摩克利斯之剑不可遏制地出鞘了。”

*重大地质灾害考验政府检测预警机制*

地质学家范晓援引一个统计数字说,从1950年到2000年期间植被的破坏很严重,白龙江上游森林面积减少了大约70多万亩,坡度在40度以下的土地基本都被开垦。耕地不断扩大,加速了水土流失。

范晓说,舟曲现在是个小雨小灾、大雨大灾的县城,因此,城市的规划中,建设泥石流的拦截与排导工程都显得特别重要。他还强调要建立检测预警体系,加强平时演练、灾时民众自救的必要性:“因此从下暴雨到泥石流下来,这次还是有两个多小时,如果一下暴雨就进入警戒状态,随时可以疏散(居民)。他们应该有一个比较完善的检测预警体系。”

随着人类活动的不断扩张,城市建设的不断加大,对大自然生态环境的保护已成人类生存的基本。范晓说,在城市建设规划的时候,一定要考虑环境的容量。无限制地扩张,不给地质灾害的发生留下一条通道,就会留下一个巨大的遗憾。

甘肃省舟曲县泥石流现场,救援人员继续挖掘遇难者遗体。到目前为此,这场灾难已造成700多人死亡,同时人们开始发问,是什么原因造成大量泥浆席卷而下,在这个偏远地区撕开了一道巨大的伤痕。

泥石流发生在刚刚过去的周末。官方周二发布的死亡数字急剧上升至702人,远高于周日第一次发布的127人。另有千余人仍失踪。在暴雨继续横扫全国之际,这场灾难不由让人联想到中国生态脆弱地区高速发展带来的沉重代价,其中就比如甘肃的山川地区。

周二,国务院副总理回良玉勉励救援人员抓紧时机加大搜救努力。北京已调派解放军和武警部队前往灾区参与救援。

官方媒体强调了各应急机构采取的措施,并特别突出国务院总理温家宝对灾区的视察。

中国一些活动人士力图弄清是什么原因造成了山体一侧崩塌。他们得出结论认为,在这个地区经历没有节制的发展过后,泥石流不过是一场注定要发生的灾难,问题只在时间早晚;而在中国生态平衡遭到破坏的其他地区,更多的悲剧可能还会发生。

中国每年都有洪灾发生,但今年洪灾影响了28个省份,问题尤为严峻。在舟曲泥石流发生之前,党报《人民日报》报道的今年洪灾死亡人数是1,072人。到目前为止,舟曲泥石流是洪水导致的死亡人数最多的灾难。

官方认为这场泥石流是连日暴雨引发的。雨水造成位于甘肃西南的白龙江溃堤,在整个舟曲县造成了大范围的破坏。

官方的描述很快受到质疑。活动人士整理了多年来曾提出警告的政府报告和媒体报导,说当地河流和森林的过度开发将会引发山体滑坡。到周二晚上,至少部分研究论文的互联网链接已经失效。中国的互联网受到严格审查,中国网站因担心受到惩罚,经常删除被视为敏感的内容。

环保人士、美国太平洋环境组织(Pacific Environment)高级研究员温波说,导致舟曲灾难的洪水肯定是白龙江源头地区数十年的森林砍伐的恶果。

他说,对水坝的过度依赖进一步加剧了风险。他说,这些都说明,要尊重自然规律,政府应当认识到,如果不认真对待生态系统,那么最终代价将会更大。

科学界至少曾在另外一个地方证实森林砍伐、水坝与泥石流之间的关系。2003年三峡大坝部分完工时,当长江水位开始上升后不久,一处山体即发生滑坡,滑坡体坠入江内,造成13名农民身亡。

根据中国《21世纪商业评论》报道,遭到特大地质灾难导致迄今至少逾千人死亡的甘肃舟曲,专家们事实上早在两年前汶川大地震后已经提出警告,必须迁址,以免受到泥石流冲击,但由于欠缺8000万元人民币安置费而迟迟未见动作。

报道称,5.12汶川地震后,国土部门部署各地滑坡和泥石流等刺生灾害勘查,舟曲位列名单之上。事实上,迁址一直是舟曲隐患的最优解决方案。但仅是以土地置换方式迁走处于危险边坡的村庄一项,就需要数千万安置费,舟曲显然无法承担。

报道指出,调查队在调研结束后,曾将一份《甘肃省甘南州舟曲县地震次生灾害调查报告》交与地方政府,报告主要针对舟曲次生地质灾害隐患严重、治理难度、治理费用较大的现状等问题。

调查队专家建议在灾后重建中选址、建设时提高科技含量,化害趋利,同时提出监测、治理、搬迁等三条具体治理措施。曾参与舟曲调查的北京市国土局地质环境处杜涛回忆说:“当时按照我们北京这边的标准,我们是建议搬迁的。”

当时北京市国土局和地质局队所共同组成的调查队曾分成7个调查小组,分别针对对口县——舟曲县的22个乡开展地质灾害调查,共调查57个地质灾害隐患点,其中滑坡40处,泥石流4处,崩塌6处,其它7处。

《21世纪商业评论》指出,在地质专家眼里,舟曲这个“亚洲第一大泄流坡”的特殊地质环境,加之高昂的治理成本,迁址是舟曲县的最优方案。但舟曲县发改委副主任张三朝认为舟曲县不同于北川,没有上层行政决策,一个县城自行迁址的可能性微乎其微。

在面临巨大的发展动力、资金压力和土地瓶颈之下,舟曲在2008年地震之后制订出迁移新城的规划,决心在城区白龙江东段建设“城东新区”。但是这种“向自然要空间”的迁移方式,未必能达成既定目标。

杜涛说,一方面,由于藏民舟曲县的人数达30%以上,“当地不少藏民一直居住在半山腰,种果树,有林地资源,让他们离开故土,搬到高楼上,没有工作很难生活”。

另一方面,是财政上的压力。舟曲县发改委副主任张三朝说,由于县财政十分拮据,根本无力解决高达8000万元的各类项目前期费用,舟曲县各类项目实施前的可研、征地、地勘、初设及“三通一平”等基础性工作仍受到了影响。

事实上,早在上世纪80年代就有地质专家指出,舟曲为泥石流易爆发区,最佳的决策是居民搬迁。当地政府也曾试图以土地置换的方式,将处于危险边坡的村庄迁走,但是仅此一项,就需要数千万元的安置费用,舟曲本身无法承担。

报道说,2009年1月,甘南州代表团楚才元等7名省人大代表曾在省十一届人大二次会议上提出了《关于请求实施长江上游白龙江流域甘南舟曲段生态功能修复与水土保持暨地质灾害综合整治项目的建议》,据预算,实施此项工程总投资为34.01亿元。

根据公开数据显示,2008年,舟曲县的地区生产总值为46324万元,县本级财政收入完成2383万元。张三朝说:“配套资金不到位,实施很难。”

《独立报》内页报道有关中国甘肃舟曲滑坡事件,还刊登了几张灾区瓦砾和灾民的照片。报道说:“官员多年来一直警告严重伐木和快速的水力发电发展将令当地容易出现泥石流”。

《卫报》也刊载了一张舟曲救灾人员抬着尸体的照片。

《每日电讯报》的环境事务记者分析包括甘肃泥石流、巴基斯坦洪灾、俄国热浪等连串天灾说,气候变化的专家认为这是全球变暖的证据,类似的异常恶劣天气将会更频密出现。

甘肃泥石流灾情持续。星期三晚,舟曲县再次因大雨引发泥石流,冲毁6间房屋,3人失踪;而运送救灾物资的通道一度中断,更加剧了灾情。据《南方周末》报报道,早有专家警告舟曲会发生泥石流灾害,但却未被当局理会。自由亚洲电台驻香港特约记者乔龙的采访报道。

周三晚上的大雨,再度引发泥石流,其中曲瓦乡和巴藏乡灾情最为严重,曲瓦乡溪藏坝村六间房屋被洪水冲走,三人失踪。大雨除了阻碍救援工作,也加剧了险情。灾后的第一场雨,共下了八个小时,不少灾民的临时帐蓬在大雨中渗着水,地上的草席和毛毯也被雨水湿透。救援人员张先生说,听说有房屋和人被冲走:“据说有,是上游的一个乡,就是曲瓦乡,昨天晚上是雷阵雨,具体的数字我们也不清楚,他们派人过去了”。

除了舟曲,暴雨也在陇南市引起灾情,成县黄渚镇对外通讯中断。该县东河水位暴涨,四艘采砂船被冲到一座桥下,洪水威胁县城。当地一位工作人员说,灾区对外通讯极不稳定:“电话时通时不通,他们那边信号不太好,手机、座机一般有时候忙音,要多打几次才能打通,第五天了,白龙江地区还有强降雨量”。官方新华社报道说,天水市秦州区暴雨引发泥石流滑坡,初步消息指7人被埋,其中2人被救出,5人失踪。当局预测两日内,降雨量会多达六十毫米,局部地区甚至到九十毫米。

而连接灾区与省城兰州以及邻近城市的公路,被超过四万五千立方米的泥石流阻断。冲入白龙江的泥石流,在岸边形成堰塞湖,江水水位升高三至六米。舟曲县一位官员告诉记者,目前最担心的是堰塞湖的水位:“就是堰塞湖的难度大,现在水还没有退下去”。

甘南州红十字会的工作人员周四告诉本台,洪水严重阻碍了向灾区运送物资:“这边昨天一下雨,又发洪水了”。

记者:有没有人被冲走?

救灾人员:这个暂时还说不准,因为我们县上到那边参加培训的有一个人,打电话来说去不了,昨天晚上发洪水了,他们商店,商铺都被淹了。人员伤亡暂时不知道。

灾区这场大雨一度切断了刚打通的313省道。救灾人员表示,由于进入现场的道路危险,暂时禁止车辆驶入:“道路就是大车,运输物资的大车辆进不去,害怕水位继续上涨,山西的志愿者今天过来,拉的救灾物资,他们打电话来,他们已经到舟曲,但是进不了城,好像戒严了”。

目前当地的死亡人数维持在1117人,六百多人失踪。重灾区舟曲县城的挖掘工作还在继续,县城内的一位救援者接受了本台的采访。

记者:今天有没有又挖出来的尸体?

救援者:也有,今天有,几乎每天都有。生还者今天好像没听见有。昨天有,今天没有。

记者:这样的话,你们现在还挖掘吗?

救援者:还要继续挖。

对于这次罕见的灾难,最新一期《南方周末》报道,甘肃泥石流灾害发生后,国土资源部第一时间把灾难归咎于地质灾害,但专家早前已警告,希望当局注意。事实上,发生泥石流地区被列为危险地区,早在2002年就被纳入甘肃省地质灾害预警工程县市地质灾害调查项目,由中国地质环境监测院负责实施。报道说,在国家地质调查局专家眼中,舟曲是个再熟悉不过的地区,县域内山高沟深,地形起伏强烈,地质构造以遇水即软化、泥化的炭质板岩居多,是国内滑坡、泥石流强烈发生区之一。

香港《明报》周四引述中国地质专家周平根博士说,山上已松动的2500万立方米山泥极可能泻下,舟曲县可能再次面临灭顶之灾,舟曲应如饱经四川地震打击的北川县城一样搬城,将县城“异地重建”,但政府官员则认为“需要论证”。

《香港经济日报》星期四引述《财经》杂志称,舟曲县城上游有两座水库,由于年久失修,加上持续暴雨,上游水库在山洪袭击下出现决堤,导致下面水库被冲垮,库水和山泥滚流而下。此外,中央纪委监察部下发通知,要求严查当地官员私分、虚报冒领、截留克扣、挤占挪用抢险救灾资金、物资行为,确保物资真正用于灾民。

《南德意志报》认为甘肃舟曲发生的泥石流灾难是大自然的报复,是人们盲目发展、过度掠夺大自然所导致的恶果;并抨击中国政府只重视经济增长而忽视环境保护。

针对上周六甘肃舟曲发生的灾难,《南德意志报》发表评论说:这个天灾值得“让人深思”的是,过度地掠夺大自然和残酷的自然灾害之间是否有联系?

“中国的地质学家说:有。他们早就徒劳地向政府提醒过这一天(会到来)。仅凭观察就足以让他们惊恐不安了。历史记载表明,从1823年到上个星期六之前,这个山区县已经发生过11次大滑坡。人员(大量)死亡,街道和舟桥在瞬间被雪崩般的泥石流摧毁。每逢下大雨,常常是半座山轰隆一声变成山谷。

可是,“自然灾害“这个名词常常掩盖一个事实:就是人所承担的责任,因为人的决策让灾害的发生更加可能,而且让灾害的后果更加严重。舟曲县里的许多采石场挖掘山坡,为(建造)41座水坝采石,让土壤侵蚀更加严重。本来就已经够糟的了,1990年之前的10年间,这个地区的大部分山林都被伐光。

当时,错误的政策导致藏民放牧的山坡变成了耕地。尽管现在不再大面积砍伐了,但是,大自然直到现在还没有完全恢复。就是现在也仍然在伐木,植被受到破坏,因为地方的共产党干部靠拦水坝和水电站赚大钱。仅仅在这个县,计划至少还要建造12座水坝。舟曲所属的“甘南藏族自治州\’现有156座水坝,还打算再建几十座。地方政府的大部分税收是来自水力项目。”

评论以日本为例,说明日本在工业化高速发展时期也是大肆建造、破坏自然,现在已经幡然醒悟,一些地方又把这些建筑炸掉,恢复了山河的原貌“相反,由水利工程师或其它工程师占据主导地位的中国政治局,直到今天只是关注直线上升的国内生产总值的辉煌数字。”

掠夺自然的代价

文章指出:“这个可怕的滑坡只是众多的灾难之一,这个灾难的夏天也给中国带来十年来最严重的洪水。然而,北京依然如故,似乎地球暖化只是西方的问题。它在哥本哈根气候峰会上的表现就说明了这一点。共产党领导人迄今不愿推行负责任的环境政策,比如,通过有约束力的温室气体减排目标。他们还以为任何问题都是可以用更多的技术来解决的,尽管国内情况日益频繁地提醒他们:增长是有限度的。”

该报还对西方赞扬中国的经济增长提出了批评:“在德国这样的工业国家,人们为中国的增长欢呼,因为这有利于(工业国家)自己的出口利益和富裕的保障。而在中国,人们却在为肆无忌惮地掠夺自然付出代价。”

甘肃舟曲的泥石流是天灾更是人祸,有专家指,当地从50年代开始,过度的森林砍伐与开发、非科学的规划,以及对已出现的灾害信号反应迟钝,是造成这次大灾难的真正原因,专家呼吁当局尽快将不宜居住地区的民众安全转移出去,并真正把对自然环境和生态的重视放在重建规划的第一位。

中国人民大学农业与农村发展学院副院长郑凤田教授,在大陆的《新闻晨报》发表评论文章指,舟曲的灾难反映出不少人祸因素,值得警示。

他指出,从1950年代到1990年代,当地累计采伐森林189.75 万亩,贡献了上百亿立方的木材,全县森林面积每年以10万立方米的速度减少,植物遭破坏相当严重,由此导致生态环境渐趋恶化,水源涵养能力下降,水土难固,失去植被的山体逐渐风化流失,自然灾害频发,地质灾害加剧。

森林砍完了,当地在2000年后大开发搞水电工程,仅舟曲县白龙江就规划了七个,支流也是遍地开花。各种各样的工地施工作对环境又造成了第二次破坏。过度的水电站开发之后,当地在沿江城镇又开始火红的房地产开发,由于缺乏科学规划与论证,大量的房子和公道修建在不适合建筑的地方,由此加剧了对地形、地貌、植被的更大破坏,增多了地质灾害发生的频率和规模,使地表环境更加不稳定。

其实早在这次灾难之前,当地近年来已多次发生泥石流灾害,据最新一期《南方周末》报道,三眼峪在1992年再次发生泥石流时,当局请来专家调研兴建防护工程,在1996年开始修建拦渣坝13道,整个工程超过9009万元人民币,计划3年内完成。不过,由于缺钱,拦渣坝工程烂尾。

报道说,1999年,第一期工程只建了10道拦渣坝,排导工程一直未能实施。建成后,确是拦截过一些泥石流,但至2004年,泥石流已经填满了3道拦渣坝,急需再建新坝。村长虽向上级反映,但并未引起足够重视。

2009年,三眼峪的“烂渣坝”终于靠地震重建的资金得以复建,原本预计今年内建成,不过,就在8月7日,最外边那条50米长的拦渣坝还未建成,就被山上汹涌而下的泥石流撕裂。

郑凤田在评论中指出,在2005年媒体的报道已发出警告,当地的人大代表也多次建议要重视灾害预防与生态环境的建设,但侥幸心理代替了科学论证,有关的建言都未能引起当地政府的警醒和重视。

他呼吁当局必需要痛定思痛,马上采取行动,将不宜居住地区的民众安全转移出去,并真正把对自然环境和生态的重视放在重建规划的第一位。

在中国大陆,近年来,包括泥石流在内的各类地质灾害造成大量人员伤亡。在分析甘肃舟曲最近发生的泥石流灾害时,多数官方的专家强调,当地山高坡陡、岩石松动和大量降雨等自然因素。但《南方周末》的报道引述中国地质环境监测院周平根博士的话说,舟曲地区的森林破坏严重、大量开发使植被遭到破坏,因此“只要连日暴雨,必然灾害发生“。报道说,早在前两年,中国地质环境监测院的报告,就已经指出舟曲县可能发生地质灾害。

美国AATA国际环境评估机构的王平博士表示,地形、岩石性质和气候的影响,确实决定了地质灾害的潜在威胁,但如果没有人类的不合理开发破坏,通常并不会引发大的灾害。

“大自然母亲多少千万年之后掌握的都是比较稳定了,你要人为不配合,不加人为开发,它是滑不了的。这种地质条件已经给了,如果人为再加上破坏,无非千钧一发的那一斤。老天爷给你999斤,你那一斤是你自己加上去的,那一斤就要你的命,那一斤就是人为的条件。”

甘肃省舟曲县位于长江上游,以前曾有甘肃江南之称,森林密布,气候适宜,是藏区中经济最为发达的地区。现在旅居美国的扎西顿珠,来自舟曲旁边的卓尼县。他对本台记者表示,当地的原始森林已经全部消失。

“甘南州的有三个县传统上属于杨土司管辖范围之内。就是这三个县森林覆盖率过去是非常高,可能是差不多在80%左右。我听他们讲说从甘南拉出去的木材如果连接起来的话,据说是可以绕地球转三圈。周曲县的情况也是这个样子,舟曲县他们说有接近200万亩的森林已经开发光了,基本上都砍光了。”

扎西顿珠表示,除了森林以外,当地的草原也遭到极大破坏,由于属于半干旱地区,植被的恢复可能需要上百年。扎西顿珠认为,当地水库和矿产开发极为混乱,是造成这次泥石流灾害最直接的原因。

“因为地理阶梯水的落差比较高大。所以建了很多水电站。一个小小的舟曲县规划说是有47座水电站。而且70%、80%全是私人的私营企业,管理非常混乱。开矿也是很严重的。像我们老家那儿的草原很漂亮、很大的草原被挖得竖一道,横一道,挖的沟都很深很深的。然后时间一长整个草原就慢慢地沙化。没有任何人想到这个对环境、对生态有什么影响。”

舟曲县的开发并没有给当地带来经济收益。中国媒体报道说,舟曲县每年财政收入一千八百万元人民币,只够该县公务员一个月的工资,根本没有财力治理潜在的地质灾害。

事实上,中国各地因为地质灾害导致的损失近年大幅上升。2010年上半年,中国共发生了近两万起地质灾害,比2009年增加了十倍,造成三百二十六人死亡。

王平博士表示,过度的开发和环境严重破坏是中国地质灾害严重的主要原因。

中国官方的资料透露,中国还有一万六千多个潜在发生地质灾害的地点,受到威胁的人口达到七百万。有专家认为,舟曲泥石流不会是最后一个大型灾难,遍布中国各地的高危地质灾害区,有可能在未来造成严重伤害。
