(為社區居民某買的藥物)

陰天,間有零星細雨,氣溫有所下降,但不覺得寒冷。

 

我覺得疫情的基本趨勢已基本呈現。新增確診病例多為先期存量。社區重點開展雙清零工作,也就是實現居民小區內所有疑似病人、密切接觸者全部入院治療和隔離。雖然期間也出現一些摩擦和阻礙,但趨勢應該不會改變。社區壓力得到緩解。這其中最為關鍵的因素,在我看來就是床位,有了床位,病人及時入院治療—–哪怕沒有針對性的特效藥物而只是一般的支持性治療,防疫工作的秩序也就自然形成,步入正常軌道也是順理成章的事。

 

某小區有一家密切接觸人員,街道當晚派車要將他們送往方艙醫院,但具有記者身份的戶主最早收到的信息是前往酒店隔離而不是去醫院,於是戶主要求工作人員出示政府有關實施強制隔離的文件和具體針對其本人及家人的隔離通知書,工作人員居然都拿不出來,雙方僵持一個多小時。

 

有社區人員下班回家與其居住的小區守門的機關幹部發生沖突。事後,那些下沉到社區的機關幹部拿著當時的錄像視頻將社區工作者告到了紀委,令其賠禮道歉。社區工作者氣的渾身發抖,有沖天怨氣。

 

上午給一個居民小區消毒,噴灑84消毒液。路上看見一位流浪者坐在路邊的臺階上,衣衫襤褸,渾身汙垢,口罩自然也是沒有。社區保安大喝了一聲,流浪人嚇得飛逃而去。可見網上的一些信息傳言並不為虛。

 

人有三六九等仿佛自然規律。領導之上有領導,公務員之下有協管員臨時工,也有社區工作者,當然還有乞丐流浪的人。

 

我只是陳述現象和目睹的事實。

 

自從社區建立以來,在社區工作的人心態就極不平衡。原因似乎只有一個,那就是薪水太少,不及公務員、事業單位人員收入的零頭兒。社區的人每月平均才2000多一點,而且沒啥福利待遇,退休後的身份還被社保處劃入社會臨時流動窗口。如果將社區工作者的月薪增加到四五千元,他們的幹勁兒和熱情立刻就會上一個臺階。

 

一位居民打來投訴電話,說他請社區幫忙買藥,藥沒買到手,醫保卡上的錢卻給劃走了。這可咋整。

 

其實嚴格地說,所謂的防疫工作並不應該僅僅局限於預防治療。眾所周知,目前市民日常生活方面的困難矛盾日益突出,恐慌已不再局限於被感染。依照科學的理念來說,一座城市在任何時候都以該城市的各基本領域如食品、水電、燃氣、民政救助等等部門的正常的充分高效的運轉為基礎,在目前市民被封堵隔離的非常時期更是如此。城市封閉了,各行各業也停止運營,極其危險,由此而造成人道主義災禍也並非沒有可能。當然我關心的只是我們作為百姓可能要承受的損失和危險,而不是其他。傳聞政府將組織動員五大超市公司實行向市民出售十元十斤蔬菜包的惠民配送制度,差價由政府鋪貼。這當然好,起碼解決了目前市民尤其困難群體最基本的吃菜問題,但具體實施辦法及落實情況有待觀察。

 

今天我提前下了班,而其他同事為居民運送超市團購商品一直忙到夜晚7點多鐘…….。我對自己的本職工作一向如此,缺乏責任心,一毛錢的使命感都沒有。

Overcast, with occasional light rain, the temperature dropped, but it
did not feel cold.
The primary trend of the pandemic has been clearly observed. Most
of the new confirmed cases are pre-existing patients. The community
service center focuses on double-clearance. All suspected patients and
close contacts in the residential area are admitted to a hospital and
isolated. Although there was some friction and obstruction, the trend
should not change. Thus, community pressure has been relieved. The
most crucial factor in this, in my opinion, is that beds come with timely
admission of patients. Even if there are no specific drugs but only general
supportive treatment, the process of pandemic prevention can now get
back on track.
Another community has a family in close contact with the covid-19.
The community service that night wanted to send them to the Fangcang
Tented Hospital. The information received earlier by the family is to go
to the hotel for isolation rather than to the hospital. The head of the
family, a reporter, asks the community staff to show the government
documents on implementing mandatory isolation at a hospital. They want
the notice specific to their family to be isolated in Fangcang Tented
Hospital. The staff does not have that notice. The two sides deadlocked
for more than an hour.

A community worker came home from work and confronted the
City Hall officers who were guarding the door of the small areas where
he lived. After the incident, the officers who had been placed into the
community took the video footage of the incident and sued the
community worker to the disciplinary committee, making him apologize.
However the community worker was shaking with anger and had a strong
grievance.

In the morning, I disinfected a residential area by spraying 84
disinfectants. On the way, I saw a homeless man sitting on the steps of
the roadside in a ragged shirt, covered in dirt, and naturally without a
mask. The community security guard shouted, and the vagrant fled in fear.
Some of the information on the Internet rumors are not false.
There are different people as if it is a natural law. On the top of our
leaders, there are leaders. Under the civil servants, there are coordinators,
temporary workers, community workers, and of course, there are beggars
and vagrants.
I am just stating the phenomenon and the facts that I witnessed.
Since the establishment of the community service center, there has
been a negative attitude to the work. There seems to be only one reason:
the pay is too little, less than a fraction of what government officers or
city workers earn. On average, community workers earn a little over 2,000
yuan a month with no benefits. Their retirement status is assigned by the
Social Security Department to the temporary social mobility window
section. Suppose the monthly salary of community workers is increased
to four or five thousand yuan. In that case, their motivation and
enthusiasm will immediately improve.
A resident called to complain that he asked the community to help
him buy medicine. Unfortunately, the money on his medical insurance
card was gone, but no medicine was given. What can I do about this?
Strictly speaking, pandemic prevention should not be limited only
to preventive medicine. As we all know, there are increasing difficulties
and conflicts in the daily life of citizens. Fear is no longer limited to being
infected. Scientifically speaking, a city is always based on its primary
sectors’ full and efficient functioning of its primary sectors such as food,
water, electricity, gas, civil assistance, and so on, especially in these
extraordinary times when the citizens are blocked and isolated. It is
extremely dangerous to have the city shut down, and all businesses cease
to operate. It is not impossible to have a humanitarian disaster as a result.
Of course, my concern is only about the losses and dangers we as people

may have to endure and nothing else. It was said that the government
would organize the five major supermarket companies to implement a
system of distribution of vegetables to the public ten pounds for ten
dollars, with the government subsidizing the difference. That is
undoubtedly good, at least to solve the most food problem of the public,
especially for the people with most difficulties. The specific
implementation method is unknown.
I left work early today, while other colleagues were busy delivering
supermarket group purchases for residents until 7:00 pm. I have always
been like this with my job, lacking a sense of responsibility and mission.
